AIR QUALITY PERMIT NOTICE
Notice of Application
Notice is given that Hino Motors Manufacturing U.S.A., Inc. has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a Regulation 13 construction permit for their truck assembly facility known as Hino West Virginia South to be located on Coldwater Creek Drive, Parkersburg, Wood County, West Virginia. The latitude and longitude coordinates are: 39.208752 and -81.525989.
The applicant estimates the potential to discharge the following Regulated Air Pollutants will be: VOC of 39.90 tons per year (tpy), PM of 103.30 tpy including fugitive emissions of 79.62 tpy, PM10 of 32.78 tpy including fugitive emissions of 20.57 tpy, PM2.5 of 14.70 tpy including fugitive emissions of 2.49 tpy, NOx of 27.86 tpy, SO2 of 4.92 tpy, CO of 14.82 tpy, Methanol of 0.2938 tpy, Xylene of 1.9456 tpy, Ethylbenzene of 0.7229 tpy, Naphthalene of 0.0935 tpy, Ethylene Glycol Monobutyl Ether Acetate of 1.6230 tpy, 4,4-Methylenediphenyl diisocyanate of 0.0716 tpy, Benzene of 0.0188 tpy, Formaldehyde of 0.0199 tpy, Toluene of 1.1371 tpy, 1,3-Butadiene of 0.0016 tpy, Acetaldehyde of 0.0128 tpy, Acrolein of 0.0018 tpy, Pb of 0.000065 tpy, natural gas heating HAPS of 0.2468 tpy, welding metal [Cr, Cr(VI), CO, Mn, Ni, Pb] HAPS of 0.0077 tpy with total HAPS of 6.20 tpy.
Startup of operation is planned to begin on or about the 1st day of January 2019. Written comments will be received by the West Virginia Department of Environmental Protection, Division of Air Quality, 601 57th Street, Charleston, WV 25304, for at least 30 calendar days from the date of publication of this notice.
