Sealed bids will be received by Genesis Partners, Limited Partnership, for Charles Pointe EODD – Project #2, Contract #1 until 2:00 P.M. on Thursday, October 5, 2017 at Bridgeport Conference Center, 300 Conference Center Way, Bridgeport, WV 26330, at which time bids will be publicly opened and read aloud.

Construction time limit is (300) calendar days with liquidated damages of one thousand dollars ($1,000.00) per day.

Charles Pointe Crossing – EODD Project #2, Contract #1 – This project will consist of approximately three million five hundred thousand (3,500,000) cubic yards of unclassified excavation with topsoil stripping; approximately 10,592 LF of gravel roadway construction; 1,500 feet of various size HDPE storm sewer pipe for temporary storm water conveyance, erosion and sediment control measures; and all related appurtenances.

Contract Documents, Plans and Specifications may be obtained at Civil & Environmental Consultants, Inc. – 600 Marketplace Ave – Suite 200, Bridgeport, WV 26330, upon a nonrefundable payment of THREE HUNDRED ($300.00) DOLLARS, beginning on September 11, 2017. Check or money order only, made payable to Civil & Environmental Consultants, Inc. Digital Files may be accessed at no cost by contacting Civil & Environmental Consultants, Inc. at 304-933-3119 to obtain instructions for accessing and downloading online files.

A mandatory pre-bid meeting will be held on Thursday, September 14, at Bridgeport Conference Center, 300 Conference Center Way, Bridgeport, WV 26330.

A two-envelope system will be used. Each Bid must be submitted in a sealed envelope. Envelope No. 1 must contain all documents as required on the Bid Opening Checklist. Envelope No. 2 must be a separate sealed envelope marked “Bid Proposal” and must contain the completed and signed “Bid Proposal Form” . Both envelopes must have the following information in the lower left hand corner.

Name and address of Bidder, Bidder’ s WV Contractor’ s License Number, “Bid on Charles Pointe – EODD Project #2, Contract #1, for Genesis Partners, Limited Partnership” , P.O. Box 1000, Bridgeport, WV 26330.

The main envelope, “Envelope No. 1” , will be opened first and the required bid documents as listed on the Bid Opening Checklist, will be checked to ensure that all documents are in order and submitted. If the documents are found to be in order, then “Envelope No. 2” containing the “Bid Form” will be opened and publicly read aloud. If the required documents are not in order, the envelope containing the “Bid Form” will not be opened and the Bid will be considered non-responsive and returned to the Bidder.

A bidder may not withdraw the Bid for a period of ninety (90) days after the date set for the opening of bids. Bids shall be accompanied by a certified check or bid bond payable to Genesis Partners, Limited Partnership in an amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the base bid.

Bidders must comply with the Title VI of the Civil Rights Act of 1964, the Copeland Anti-Kickback Act, and the Contract Works Hours Safety Standards Act.

Genesis Partners, Limited Partnership, reserves the right to reject any or all bids. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.
