Class I General Permit G65-D for Emergency Generator

Class II General Permit G60-D for Emergency Generators

Class II General Permit G20-C for Hot Mix Asphalt Plants

Class II General Permit G50-C for Concrete Batch Plants

 

The West Virginia Department of Environmental Protection Division of Air Quality (DAQ) is providing notice to the general public of its intent to issue a Class I General Permit for the construction, modification, relocation of and to prevent and control air pollution from the operation of an emergency generator (G65-D) pursuant to WV Legislative Rule 45CSR13. The DAQ is also providing notice to the general public of its intent to issue Class II General Permits for the construction, modification, relocation of and to prevent and control air pollution from the operation of emergency generators (G60-D), hot mix asphalt plants (G20-C) and concrete batch plants (G50-C) pursuant to WV Legislative Rule 45CSR13.

No emission increases to the already existing emission limits established in General Permits G65-C, G60-C, G20-B and G50-B are being permitted.

Class I General Permit G65-D is for singular emergency generators located at facilities with no other point source emissions. Currently, General Permits G65-A ­ G65-C cover emergency generators. These General Permits will continue to exist, however, there will be no future registrations, modifications, or administrative updates allowed to registrations issued under these permits. If a registrant wishes to modify an existing registration under General Permits G65-A ­ G0-C, it must be done so under General Permit G65-D.

Class II General Permit G60-D is for emergency generators located at facilities that have other point source emissions. Currently, General Permits G60-A ­ G60-C cover emergency generators. These General Permits will continue to exist, however, there will be no future registrations, modifications, or administrative updates allowed to registrations issued under these permits. If a registrant wishes to modify an existing registration under General Permits G60-A ­ G0-C, it must be done so under General Permit G60-D.

Class II General Permit G20-C is for hot mix asphalt plants. Currently, General Permits G20-A and G20-B cover hot mix asphalt plants. These General Permits will continue to exist, however, there will be no future registrations, modifications, or administrative updates allowed to registrations issued under these permits. If a registrant wishes to modify an existing registration under General Permits G20-A or G20-B, it must be done so under General Permit G20-C.

Class II General Permit G50-C is for concrete batch plants. Currently, General Permits G50-A and G50-B cover concrete batch plants. These General Permits will continue to exist, however, there will be no future registrations, modifications, or administrative updates allowed to registrations issued under these permits. If a registrant wishes to modify an existing registration under General Permits G50-A or G50-B, it must be done so under General Permit G50-C.

Provided that the applicant can demonstrate compliance with the requirements, provisions, standards and conditions of these General Permits, the DAQ has determined that all state air quality requirements will be met by the proposed facilities.

The public may provide written comments regarding the DRAFT General Permits to the Division of Air Quality via mail, fax, or email to the address below. Please specify which General Permit the comment is directed. All written comments must be received by the DAQ before 5:00 p.m. on Monday, April 23, 2018. Prior to taking any final action on this permitting issue, the DAQ will consider only those written comments relevant to air quality issues which this Division has jurisdiction. Such written comments must be received within the specified time frame and at the address below. A public meeting may be held if the Director of the DAQ determines that significant public interest has been expressed, in writing, or when the Director deems it appropriate.

This notice provides an opportunity for the public to review the DRAFT General Permits and Engineering Evaluations. In the event you wish to submit written comments, include your name, a return address, and a daytime telephone number, and indicate any organization on behalf of which your comments are submitted. All public comments are a part of the public record and are available for inspection by any interested party.
