CLAY COUNTY PUBLIC SERVICE DISTRICT
Application for a certificate of convenience and necessity
to construct an extension of the water system to the Pack
Fork and Independence Road areas of Clay County.
NOTICE OF FILING
On June 30, 2016, Clay County Public Service District (District) filed a duly verified application for a certificate of convenience and necessity to construct an extension of the water system to the Pack Fork and Independence Road areas of Clay County to serve approximately 109 new customers.
The project will consist of the installation of approximately 30,435 L.F. of 6” waterline; 3,360 L.F. of 4’’ waterline; 11,000 L.F. of 2” waterline; 872 L.F. of 1” waterline; 2,500 L.F. of 3/4” waterline; 131 water meter assembles; 16 fire hydrants; 45 gate valves; 3 air vacuum release valves; 1 booster station; 2 pressure reducing stations; and 2 connections to existing waterlines.
The application is on file with and available for public inspection at the Public Service Commission, 201 Brooks Street, in Charleston, West Virginia.
The District estimates that construction costs will total approximately $3,000,000. The District proposes to finance the project with a West Virginia Infrastructure and Jobs Development Council Loan in the amount of $740,000, for a term of 40 years, at an interest rate of 0.5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}, with an annual administrative fee not to exceed 0.5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} for 40 years, a grant from Appalachian Regional Commission in the amount of $760,000, and a HUD Small Cities Block Grant in the amount of $1,500,000.
The District anticipates charging the following increased rates for its customers:

APPLICABILITY OF SERVICE
Available for general domestic, commercial, industrial and sale for resale water service.
RATES (Customers with metered water supply)

All Over    20,000 gallons used per month    $12.50 per 1,000 gallons
MINIMUM CHARGE
No minimum bill Will be rendered for less that $45.21 per month which is equivalent to 3,000 gallons or
5/8 inch meter    $     45.21 per month
3/4 inch meter    $     67.82 per month
1 inch meter    $     113.03 per month
1-1/2 inch meter    $     226.05 per month
2 inch meter    $     361.68 per month
3 inch meter     $     678.15 per month
4 inch meter    $     1,130.25 per month
6 inch meter    $     2,260.50 per month
8 inch meter    $     3,616.80 per month
DELAYED PAYMENT PENALTY
The above schedule is net. On all accounts not paid in full when due, ten percent will be added to the net current amount unpaid.
TAP FEE
The following charge is to be made whenever the utility installs a new tap to serve an applicant.
A tap fee of $300.00 will be charged to all customers who apply for service outside of a certificate proceeding before the Commission for each new tap to the system.
RECONNECTION CHARGE- $20.00
To be charged whenever the supply of water is turned off for violations of rules, nonpayment of bills or fraudulent use of water.
LEAK ADJUSTMENT
$4.14 PER 1,000 gallons is to be used when the bill reflects unusual consumption which can be attributed to eligible water leakage on the customer’s side of the meter. This rate shall be applied to all such unusual consumption above the customer’s historical average usage.RETURNED CHECK CHARGE
A service charge equal to the actual bank fee assessed to the utility or a maximum of $25.00 will be imposed upon an customer whose check for payment of charges is returned by the bank due to to insufficient funds.
These rates represent the following project-related increased to become effective upon substantial completion of the project unless otherwise ordered:

The District has no resale customers.
The proposed increased rates and charges will produce approximately $106,127 annually in additional revenue, an increase of 22{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}. This total increase is comprised of additional revenues of $46,105 from existing customers (10{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} increase), with $60,022 in additional revenues to be generated from the new customers to be served by this proposed project.
The increases shown are based on averages of all customers in the indicated class. Individual customers may receive increases that are greater or less than average. Furthermore, the requested rates and charges among the various classes of customers are only a proposal and are subject to change (increases or decreases) by the Public Service Commission in its review of this filing.
Anyone desiring to protest or intervene should file a written protest or notice of intervention within thirty (30) days following the date of this publication unless otherwise modified by Commission order. Failure to timely protest or intervene can affect your right to protest aspects of this certificate case, including any associated rate increases, or to participate in future proceedings. All protests or requests to intervene should briefly state the reason for the protest or intervention. Requests to intervene must comply with the Commission’s rules on intervention set forth in the Commission’s Rules of Practice and Procedure. In the absence of substantial protest received within thirty (30) days of this publication, the Commission may waive formal hearing and render its decision on the application based on the Commission’s review of the evidence with the application.
The Companies propose to recover costs associated with these investments through an additional increment within the base rate component of its rates. The Companies project that if the MlP and rate increment are approved as requested, the average monthly bill for their various classes of customers will be changed as follows:

The Companies estimate that for an average residential customer using 1,000 kilowatt-hours per month, the MIP rate increment will represent an increase of $0.59 per month. The increases shown above are based on averages of all customers in the indicated class. Each class may receive an increase greater or less than stated here. Individual customers may receive increases that are greater or less than average.
By Order dated October 5, 2016, the Commission set a procedural schedule, including a hearing date on the Application, if necessary, that will begin at 9:30 a.m. on February, 21, 2017, in the Howard M. Cunningham Hearing Room at the Commission’s offices at 20 I Brooks Street, Charleston, West Virginia. If no opposition to the Application is received by the Commission within one week of the hearing date, the hearing may be waived.
Anyone desiring to intervene should file a written petition to intervene within 20 days following the date of this publication unless otherwise modified by Commission order. All petitions to intervene should briefly state the reason for the request to intervene and comply with the rules on intervention set forth in the Commission’s Rules of Practice and Procedure.
