NOTICE OF
PUBLIC HEARING
OF THE VILLAGE OF VALLEY GROVE
BUILDING COMMISSION
Notice is hereby given pursuant to Internal Revenue Code Section 147(f) that on Wednesday, November 30, 2016, a public hearing will be held in the Municipal Building at the Village of Valley Grove offices located at 8566 National Road, Valley Grove, West Virginia, commencing at 11:00 a.m., prevailing time, with respect to the proposed issuance by the Village of Valley Grove Building Commission (the “Issuer”) of its Lease Revenue Bonds (Village of Valley Grove Volunteer Fire Department Project), Series 2016 (the “Bonds”) in an aggregate principal amount not to exceed $740,000. The Project (as defined below) will be leased by the Issuer to the Valley Grove Volunteer Fire Department, Inc., a West Virginia nonprofit corporation (the “Fire Department”), pursuant to a Lease Agreement, and used by the Fire Department, together with other funds made available for: to finance the costs of (i) refinancing a loan (the “Loan”) made to the Fire Department for the acquisition and construction of a 8,250 square foot fire station, including all fixtures, located at 355 Firehouse Lane in Valley Grove, Ohio County, West Virginia; and (ii) paying the costs of issuance of the Bonds and related costs (collectively, the “Project”). All of such uses are permitted by Article 33, Section 1 et seq. of Chapter 8 of the Code of West Virginia, 1931, as amended, and, where appropriate, the applicable provisions of Article 16, Section 1 et seq. of Chapter 8 of the Code of West Virginia of 1931, as amended.
The Bonds will be special and limited obligations of the Issuer and will not constitute a debt or a pledge of the faith and credit or taxing power, if any, of the Issuer, the Village of Valley Grove or the State of West Virginia or any political subdivision thereof. Persons wishing to express their views on the proposed bond issuance may appear at the hearing or may submit their views in writing regarding the proposed issue of Bonds and the location and nature of the Project to be financed. Any written submissions should be sent to the Village of Valley Grove Building Commission, Municipal Building, 8566 National Road, Valley Grove, West Virginia 26060, Attention: Chairman, and clearly marked “Re: Village of Village of Valley Grove Building Commission Lease Revenue Bonds (Valley Grove Volunteer Fire Department Project), Series 2016.” Written submissions should be mailed in sufficient time to be received before November 30, 2016.
