APPLICATION FOR A WEST VIRGINIA NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM WATER POLLUTION CONTROL PERMIT

Activity: To operate and maintain an existing wastewater collection system and an existing 0.8 million gallons per day wastewater treatment plant. Facilities are to serve a population equivalent of approximately 5,450 persons in the Union-Williams Public Service District, the Town of North Hills, and environs, and discharge treated wastewater, through Outlet No. 001, to the Ohio River at Mile Point 166.8. An antidegradation review has been conducted and Tier 1 protection is provided for the uses designated in Title 47, Series 2, Section 6. Also, to accept nondomestic wastewater from SimEx Vinyl Extrusions, Carr Concrete, West Virginia Army National Guard and REO Processing for subsequent treatment and disposal. Correspondingly, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee’s facility shall be disposed of at a landfill by placing the sewage sludge in the landfill cell.

On the basis of review of the application, the âWater Pollution Control Act (Chapter 22, Article 11-8(a)),ã and the âWest Virginia Legislative Rules,ã the State of West Virginia will act on the above application.

 

Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice.  Such comments or requests should be addressed to:

The public comment period begins July 17, 2017 and ends August 16, 2017.

 

Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.

 

The application, draft permit and any required fact sheet may be inspected, by appointment, at the Division of Water and Waste Management Public Information Office, at 601 57th Street SE, Charleston, WV 25304-2345, between 8:00 a.m. and 4:00 p.m. on business days. Copies of the documents may be obtained from the Division at a nominal cost. Calls must be made 8:30 a.m. to 4:30 p.m. Monday through Friday.
