PUBLIC NOTICE OF CHANGE IN RATES IN EFFECT

SUBJECT TO REFUND

 

Notice is hereby given that Mineral Wells Public Service District, a public utility, has on September 15, 2017, filed with the PUBLIC SERVICE COMMISSION OF WEST VIRGINIA, an application containing increased rates, tolls and charges for furnishing water service to 2,547 customers in the Counties of Wood, Wirt and Jackson.

 

The District proposes a two step rate change. The first step is in effect for all service rendered on and after September 15, 2017 and will be in effect for 24 months or until the District’s working capital reserve account is fully funded, whichever occurs last. The Step 1 increased rates and charges will produce approximately $202,688 annually in additional revenue, an increase of 13.4{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}. The average monthly bill for the various classes of customers will be changed as follows:

The proposed Step 2 rates and charges will produce approximately $43,292 in additional revenue as compared to rates in effect prior to the filing, an increase of 2.9{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}. the average monthly bill for the various classes of customer will be changed as compared to rates in effect prior to filing as follows:

The District has no resale customers.

 

The increases shown are based on averages of all customers in the indicated class. The requested rates and charges went into effect subject to refund on the date the utility filed its rate application and are subject to change (increases or decreases) by the Public Service Commission in its review of this filing. Each class may receive an increase or decrease greater or less than stated here. Individual customers may receive increases that are greater or less than average. If the Commission approves lower rates, the utility will be required to make customer refunds consistent with W.Va. Code Œ24-2-4a and Commission order. (If a hearing is scheduled, notice will be given of the time and place of hearing.)

 

Anyone desiring to protest or intervene should file a written protest or notice of intervention prior to November 6, 2017 unless otherwise modified by Commission order. Failure to timely protest or intervene can affect your rights to protest any rate increases and to participate in future proceedings. All protests or requests to intervene should briefly state the reason for the protest or intervention. Requests to intervene must comply with the Commission’s rule on intervention set forth in the Commission’s Rules of Practice and Procedure. All protests and interventions should be addressed to Executive Secretary, Public Service Commission of West Virginia, P.O. Box 812, Charleston, West Virginia 25323.

 

A complete copy of the proposed rates, as well as a representative of the public service district to provide information requested concerning it, is available to all customers, prospective customers, or their agents at any of the following offices of the public service district:
