NOTICE OF RULEMAKING AND COMMENT PERIOD

By Order issued on September 20, 2016, the Public Service Commission of West Virginia issued rule amendments to its Rules for the Government of Electric Utilities, 150 C.S.R. 3 (Electric Rules), and its Rules for the Government of Gas Utilities and Gas Pipeline Safety, 150 C.S.R. 4 (Gas Rules). The amendments primarily relate to the process by which an electric or gas utility may terminate customer utility service for non-payment or other reasons, and govern the provision of written and other notice to customers to inform customers of the ability to dispute a bill, enter into a deferred payment agreement with the utility, seek assistance from the Public Service Commission, and to have service reconnected following a termination.

Anyone interested may obtain a copy of the Commission Order and the proposed amendments to the Electric Rules and the Gas Rules on the Commission’s website (www.psc.state.wv.us) or by request to Ingrid Ferrell, Executive Secretary, Public Service Commission of West Virginia, P.O. Written comments on the amended Electric Rules and/or Gas Rules may be filed with the Commission Executive Secretary, according to this schedule:

Deadline for written initial comment, 4:00 p.m., Monday, November 7, 2016.

Deadline for written reply comments, 4:00 p.m., Monday, November 21, 2016.

Persons requesting that the Commission hold a comment hearing on the proposed rules should include a request and reasons for hearing in their written comments.
