Petition for Reconcilia- tion of Surcharge and Regular Review of

Vegetation

Management Program.

NOTICE OF FILING AND HEARING

On September 1, 2017, the Monongahela Power Company and The Potomac Edison Company (together FirstEnergy) filed its petition for review, requesting decreased rates for its Vegetation Management Surcharge (VMS) to be effective January 1, 2018. The proposed decrease in the VMS is projected to result in a total decrease in rates of $30,460,595 during the two-year period in 2018 and 2019. The amount is comprised of an actual VMS under-recovery balance of $5,477,091 as of June 30, 2017, and a projected over-recovery of $35,937,686 for the effective period. This is an overall decrease in total revenue and average rates of one percent.

The hearing in the case is scheduled to begin on December 8, 2017, at 9:30 a.m., in the Howard M. Cunningham Hearing Room, Public Service Commission, 201 Brooks Street, Charleston, West Virginia. Interested persons may attend the hearing and make public comment.

Anyone desiring to petition to intervene should file a written petition within ten days following the publication of this notice. Direct Testimony of all interveners in this case will be due November 28, 2017. Failure to timely seek to intervene can affect your rights to participate in future proceedings. The Commission will receive written comments or protests up to the date of hearing. All protests or requests to intervene should briefly state the reason for the protest or intervention. Requests to intervene must comply with the Commission Rules of Practice and Procedure.
