City of Charles Town, West Virginia
Request for Planning, Engineering and Design Services for
661 South George Street building Exterior and Interior
The City of Charles Town, West Virginia, requests qualified architectural design firms to provide technical and cost proposals for design services associated with the interior and exterior renovation, and reuse of an existing building located at 661 South George Street, Charles Town, WV.
The City’s goal is to renovate and reuse a Municipal Annex building to serve as an ADA-accessible public building.
Proposal submissions should reflect a careful review and thorough understanding of the building’s existing conditions.
Site inspections of 661 South George may be provided upon request.
Proposals should include the following:
1. Firm Qualifications:
a. Personnel: An identification of specific personnel in your firm who will be involved in this project. Provide resumes and experience for each person.
d. References: A representative list of at least five (5) clients/references we may contact regarding your efforts in similar projects.
e. Miscellaneous: Please provide information on your firm’s history, background, philosophy, etc., and any other information you believe would be helpful in our decision.
2. Technical Proposal: Detailed technical proposal outlining the proposed scope of services including project tasks, deliverables, schedule and assumptions. Deliverables shall include a complete set of construction documents prepared on reproducible media. The construction documents will be sufficient to allow for complete and accurate pricing and construction of the intended space. Documents shall be complete, thorough, well- coordinated between consultants, engineers, etc., and include specifications and requirements for mechanical, electrical, plumbing and life safety engineering infrastructure.
3. Cost Proposal: Itemized cost estimate for professional services, deliverables, and direct expenses.

All proposals must be received by 4 PM EST, Friday November 18, 2016. Proposals submitted after this deadline shall not be accepted. The City of Charles Town reserves the right to reject all
proposals.
Please mark on the outside of your submittal package, “Municipal Annex Building.”
Attention is directed to the fact that the proposed project will be undertaken with public funding and all work will be performed in accordance with regulations of all public agencies including Charles Town, Jefferson County, West Virginia, the State of West Virginia, and the federal government.
Procurement of services will be in accordance with West Virginia Code 5G-1-1, et seq. The City Council of the City of Charles Town shall evaluate the bids submitted by the interested firms and select in their opinion, the best qualified low bidder to perform the desired services. Should the City Council be unable to negotiate a satisfactory contract with the apparent low Bidder, the Council will proceed to the second most qualified professional firm.
