REQUEST FOR QUALIFICATIONS Notice is hereby given that the Beckley Sanitary Board seeks sealed qualifications proposals from qualified vendors for an Energy And Efficiency Improvement Program for the Piney Creek Wastewater Treatment Plant. Proposals will describe the vendor’s capability to identify, design, install, maintain, monitor and arrange financing of comprehensive energy and operational efficiency programs. For the purpose of this RFQ, “qualified vendors” represents any Energy Services Company (ESCO) or other firm or combination of firms that is qualified to provide a turn-key performance guaranteed energy and operational efficiency program that would include: the analysis, design, preparation of plans and specifications, installation, commissioning, performance monitoring and avoided cost verification, and construction management of a major energy or utility conservation project upgrade that may include plant processes, building and equipment components and applications that impact, but are not limited to, lighting, space heating, ventilation, air conditioning, building envelope, heat recovery, energy management systems, environmental system controls, motors, domestic water heating, air distribution systems, water production and consumption systems and equipment related to renewable energy systems and their optimization. Qualified vendors interested in providing the specified services should respond by submitting five (5) copies of all requested information to the BSB by December 23, 2014 at 3:00 p.m. local prevailing time at the office of General Manager, Beckley Sanitary Board, 301 South Heber Street, Beckley, WV 25801. Phone: (304) 256-1760. Proposals received after the proposal receipt deadline will not be accepted. Proposals must be submitted in the format required by the Request for Qualifications, and must comply with all applicable laws and regulations. Copies of the Request for Qualifications package will be available after 9:00 a.m. on December 1, 2014. The BSB intends to select the most qualified firm to perform the above stated objectives in accordance with the policies of the BSB and applicable provisions of the West Virginia State Code. Procurement of said services will be in accordance with c8-12-5E and 3 c5G-1-3 of the Code of West Virginia. Attention is directed to the fact that the proposed work/project(s) may be undertaken with a variety of Federal and State funds and that all work will be performed in accordance with the regulations issued by such agencies and the State of West Virginia pertaining thereto. The Beckley Sanitary Board will afford full opportunity to women-owned and minority business enterprises to submit a show of interest in response to this request and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap, or national origin in the award of this contract.
