Early Notice and Public Review of a Proposed
Activity in a 100-Year Floodplain
To: All interested Agencies, including US Environmental Protection Agency, US Housing and Urban Development, West Virginia Development Office, West Virginia Department of Transportation, West Virginia Environmental Protection Agency, Tucker County Commission, City of Parsons, Town of Hambleton, Town of Hendricks, Tucker County Economic Development Authority and all other interested Groups and Individuals.
This is to give notice that the Tucker County Commission has conducted an evaluation as required by [Executive Order 11988 and/or 11990], in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetland will have on the human environment Small City Block Grant (SCBG) under Project number 14SCBG0009. This project will extend water service to the rural areas of Tucker County consisting of Location Road Area. Upgrades consist of painting a 200,000 gallon tank along with replacement of service line in the St, George and Holly Meadows communities. The project also proposes to increase the water treatment plant capacity in Hendricks. In this project there are under five acres located in floodplains, none of which are above ground. No wetlands are present in the immediate project footprint or will be significantly impacted. The proposed project is located in the above referenced communities served by Hamrick PSD in Tucker County West Virginia.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
