Separate sealed Bids for the Water System Capital Improvements – Phase II for the Tazewell County Public Service Authority, which consists of two contracts, as noted:
Contract I: Rehabilitation of five existing pump stations, installation of generators, pads, connections and fencing at three existing pump stations, installation of generator, pad, connections, control panel platform and fencing at one existing pump station, demolition of one existing pump station and construction of one new pump station and all related appurtenances.
Contract II:Construction of approximately 4,570 linear feet of 10-inch water line replacement for existing 8-inch water line and all related appurtenances.
Bids will be received by Dahmon Ball, Administrator, at the office of Tazewell County Public Service Authority office located at 168 Tazewell Mall Circle, Tazewell, VA 24651, until 2:00 P.M., local prevailing time, on July 8, 2020, and then at said officepublicly opened and read aloud.
The Contract Documents may be examined at the Tazewell County Public Service Authority, 168 Tazewell Mall Circle, Tazewell, VA 24651; at Thompson & Litton, 103 E. Main Street, Wise, VA;and online at TRASCO (http://www.trascoplanroom.com).
Copies of the Contract Documents (electronic and/or hard copy) are available for purchase through TRASCO at http://www.trascoplanroom.com.
A non-mandatoryPre-Bid Conference will be held on June 23, 2020at 10:00A.M. All interested parties are requestedto meet the Engineer at theTazewell County Public Service Authority office located at 168 Tazewell Mall Circle, Tazewell, VA 24651at that time.
Withdrawal of bids shall be according to procedure (i) of the Virginia Public Procurement Act and to the Code of Virginia ( 2.2-4330).
Bids must be accompanied by Bid security as specified in the Instructions to Bidders.
Each Bidder must be licensed as a Class A contractor in the State of Virginia; Bidders are instructed to review the Code of Virginia, Title 54.1, Chapter 11, prior to bidding.
Each Bidder must be licensed as a Class A contractor in the State of Virginia prior to the execution of the Agreement. Each Bidder must be a Virginia Department of Transportation (VDOT) Pre-Qualified Contractor. Disadvantaged Business Enterprise (DBE) firms are encouraged to submit Bids.
MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President’s Executive Order #11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President’s Executive Orders #12138 and 11625 regarding utilization of MBE/WBE firms; the Civil Rights Act of 1964; the Davis-Bacon Act; and Section 436 of P. L. 113-76, American Iron and Steel. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.
The Owner does not discriminate against faith-based organizations in accordance with the Code of Virginia, 2.2-4343.1.
MBE/WBE firms are encouraged to submit Bids.
The Contract(s) shall be awarded to the lowest responsive and responsible Bidder(s).
The Owner reserves the right to reject any and all Bids if it appears in its best interest to do so.
