SANITARY SEWER IMPROVEMENTS
AND UPGRADES

Sealed bids for a proposed Sanitary Sewer Improvements and Upgrades will be received by the Colfax Public Service District, at The Thrasher Group, 600 White Oaks Boulevard, Bridgeport, Harrison County, West Virginia, until 2:00 p.m., L.P.T., on Thursday, July 25, 2019, for furnishing labor and materials and performing all Work set forth in the Contract Documents prepared by The Thrasher Group, Inc. Immediately following the scheduled closing time for the reception of Bids, all proposals which have been submitted in accordance with the conditions of the Contract Documents will be publicly opened and read aloud.
The approximate quantities of work to be bid upon are described as follows:
1 LS Mobilization/Demobilization, 5,800 LF Seeding and Mulching Reclamation, 1 LS Erosion & Sediment Control, 80 LF Gravel Driveway Repair, 30 LF Asphalt Driveway Repair, 1,850 LF WVDOH Type “B” Repair, 1,850 LF WVDOH Overlay(1”), 260 LF Clearing and Repair of ROW, 1 LS Tie Into Existing Manhole @ Kingmill Valley PSD Including coating of Manhole Interior and Vent with Filter, 2 EA 4″ Cut & Plug @ Pump Station #3, 700 LF 6″ HDPE DR-9 (Directional Drill), 80 LF 18″ SCH. 40 Steel Casing (Bore and Jack) Including Dual 4” PVC Conduits and 4” DIP with Spacers, 1,900 LF 4″ DIP PC-350 Force Main Sanitary Sewer, 3,250 LF 4″ PVC C900 DR-18 Force Main Sanitary Sewer, 20 LF 8” ASTM D3034 SDR-35 PVC
Gravity Sanitary Sewer (6’ to 9’ Depth), 3 EA 2″ Combination Vacuum/Air Release Valve, 9 EA 4″ Pressure In Line Clean-Out Assembly, 2 EA Concrete Anchor, 1 EA 4” Tap Repair, 715 LF Line Cleaning of 8″ Main MH A-3 to Pump Station #3 Including Legal Disposal of Waste Solids (1/2 Ton), 19 EA sealing of Manholes & Repair of Leaks, 1 EA Replace present brick MH 4-A 6′ Deep with a precast concrete cone, riser & base, with sealed ring & lid, including bypass pumping, 6 EA Replace Ring & Lids w/ New water tight frame & cover (MH’s B3, B4, F4, F5, F9 & F10), 5 EA Raise 5 Manholes w/ New Riser Section & New Sealed Lids (Manholes A1, A2, A3, B1, and B2), 4 EA Excavate Old Lids, Raise to Grade, New Sealed Ones, & Repair Surrounding Pavement, (MH’s F1, F3, F7 & F8), 1 LS Pump Station #1 Upgrade, complete with bypass pumping, , 1 LS Pump Station #3 & #4 installation (Complete with Control Room Housing, Pads, All controls, chemical additive equipment, Flowmeter, All Piping, Valving, and Transfer Switch installed and Interconnected, include temporary bypass pumping, 1 LS 125 KW Pad Mounted Generator (Including Pad), 1 LS Gabion Basket Retaining Wall & Site Work, 1 LS Demolition of Existing Wastewater Treatment Plant, 80 LF 6′ Chain Link Fencing Around Pump Station #1 w/ 12′ Gate, 2,350 SF Pump Station Gravel Pads (550 SF at PS #1 and 1,800 SF at PS
#3 and #4), 1 LS Kingmill Valley (KV) Fee (Spare Pump with Motor Delivered to KV), 1 LS Spare Parts Purchases (Pumps, Motors and VFD’s for pump stations #1, #3 & #4).
The Work will be substantially completed within 150 calendar days after the date when the Contract Times commence to run, and completed and ready for final payment within 180 days after the date when the Contract Times commence to run. Liquidated damages shall be $1,000 per day.

Complete sets of Bidding Documents may be obtained from the office of Thrasher, 600 White Oaks Boulevard, P. O. Box 940, Bridgeport, WV 26330, for the following costs:
• Bidding Documents issued as hard copy drawings and hard copy specifications are available for $100.00 per set.
• Bidding Documents issued as digital drawings and digital specifications on a C.D., are available for $50.00 per set.
Amounts paid are not subject to refund. A two envelope system will be used.
Envelope No. 1 must have the following information presented on the front:

Bid on Sanitary Sewer Improvements and Upgrades
Received by the Colfax Public Service District
Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1.
Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal”, will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder.
Bidders are advised that the Contract awarded under this Advertisement for Bids is to be funded (entirely/or in part) by a grant from the United States Department of Housing and Urban Development (HUD). Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting Contract.
This Small Cities Block Grant project is to be financed in part by a grant from the U.S. Department of Housing and Urban Development (HUD) and the West Virginia DEP/CWSRF Funds and shall be referred to as Project #C-544333 – Sanitary Sewer Improvements and Upgrades.
Bidders on this Work will be required to comply with the President’s Executive Order No. 11246 and “HUD Section 109″, which prohibits discrimination in employment regarding race, creed, color, sex, or national origin.
THE WORK TO BE PERFORMED UNDER THIS CONTRACT IS SUBJECT TO THE REQUIREMENTS OF SECTION 3 OF THE HOUSING AND URBAN DEVELOPMENT ACT OF 1968, AS AMENDED, 12 U.S.C. 1701 U (SECTION 3). THE CONTRACTOR WILL ENSURE THAT TO THE GREATEST EXTENT FEASIBLE OPPORTUNITIES FOR TRAINING AND EMPLOYMENT ARISING IN CONNECTION WITH THIS SCBG-ASSISTED PROJECT WILL BE EXTENDED TO LOWER INCOME PROJECT AREA RESIDENTS. FURTHER, THE CONTRACTOR WILL, TO THE GREATEST EXTENT FEASIBLE, UTILIZE BUSINESS CONCERNS LOCATED IN OR SUBSTANTIALLY OWNED BY RESIDENTS OF THE PROJECT AREA, IN THE AWARD OF CONTRACTS AND PURCHASE OF SERVICES AND SUPPLIES.
THE PARTIES TO THIS CONTRACT AGREE TO COMPLY WITH HUD’S REGULATIONS IN 24 CRF PART 135, WHICH IMPLEMENT SECTION 3. BIDDER’S ATTENTION IS DIRECTED TO THE SECTION 3 “CLAUSE” SET FORTH IN THE CONTRACT DOCUMENTS.
“NOTICE IS HEREBY GIVEN THIS IS A SECTION 3 PROJECT OF THE HOUSING AND URBAN DEVELOPMENT ACT OF 1968, AND MUST, TO THE GREATEST EXTENT FEASIBLE, UTILIZE PROJECT AREA BUSINESSES LOCATED IN OR OWNED IN SUSTANTIAL PART BY PROJECT RESIDENTS. IF YOU ARE A QUALIFIED SECTION 3 BUSINESS YOU WILL UPON WRITTEN REQUEST TO THE PROJECT DIRECTOR BE SUPPLIED A LIST OF ALL POTENTIAL BIDDERS WHO MEET THE TOWN’S PRE-BID QUALIFICATION TEST, IN ORDER TO FACILITATE YOUR ABILITY TO MAKE YOUR SERVICES KNOWN TO POTENTIAL BIDDERS.”
Bidders must comply with the requirements for Affirmative Action and Minority Business Enterprise participation as described in the Federal Specifications insert to the Contract Documents. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis Bacon Act, the Copeland Act, the Contract Work Hours and Safety Act, and the West Virginia Division of Labor Wages for Construction of Public Improvements pursuant to West Virginia Code §21-5A-3.
Any Contractor submitting a Bid on this project hereby certifies, indicates and acknowledges that he/she has a license and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed.
NONDISCRIMINATION IN EMPLOYMENT
Bidders on this work will be required to comply with the President’s Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the specifications.
SUSPENSION AND DEBARMENT
Recipient shall not entertain the use of businesses that are listed on the “System for Award Management (SAM)” at www.Sam.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180.
Prospective Bidders should note that this contract will include the following critical requirements as identified in the contract documents:
1. Affirmative Action Program Requirements and Goals.
2. Certificate of Non-Segregated Facilities.
3. Specific Labor Standard Provisions.
AMERICAN IRON AND STEEL REQUIREMENT
P.L. 113-76, Consolidated Appropriations Act, 2014 (Act), includes an “American Iron and Steel (AIS)” requirement in section 436 that requires Clean Water State Revolving Loan Fund (CWSRF) and Drinking Water Revolving Loan Fund (DWSRF) assistance recipients to use iron and steel products that are produced in the United States for projects for the construction, alteration, maintenance, or repair of a public water system or treatment works.
NOTICE OF FEDERAL WAGE REQUIREMENTS
Contractors are required to comply with all laws pertaining to prevailing wage rates for the State of West Virginia as issued by the Division of Labor and the federal wage rates issued in accordance with the Davis Bacon Act. The contractor will be required to pay the higher of the state or federal wage rates appropriate for each worker classification.
All Bidders are required to have a West Virginia Contractor’s License per Section §21- 11-11 of the West Virginia Code.
Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21-1D-5.
A Bidder may not withdraw his Bid for a period of ninety (90) days after the date set for the opening of Bids.
Bids shall be accompanied by a certified check or Bid Bond payable to the Colfax Public Service District, for an amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the Total Bid.
Any Contractor submitting a Bid on this project hereby certifies, indicates and acknowledges that he/she has a license and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed.
Bids received after the scheduled closing time for the reception of Bids will be returned unopened to the Bidders. Bids Received by contractors that did not attend the Mandatory Pre-Bid Conference will be returned unopened to the Bidders.
The Colfax Public Service District reserves the right to reject any and all Bids.
A Mandatory pre-bid conference will be held at the Colfax Community Center, 1731 Colfax Road, Fairmont, Marion County, West Virginia, [corner of Colfax Road (Co. Rt. 66) and Pinchgut Hollow Road] on Thursday, July 11, 2019, at 10:00 am., L.P.T.
Questions will be received by the Engineer until Noon local time on Monday, July 15, 2019
