NOTICE OF FIRST READING OF PETITION OF THE CITY OF BLUEFIELD, WEST VIRGINIA
TO ANNEX CERTAIN CITY OWNED PROPERTY INTO THE CITY OF BLUEFIELD BY MINOR BOUNDARY ADJUSTMENT

PLEASE TAKE NOTICE that on the 14th day of May 2019, at 5:30 P.M., in the County Commission chambers, Mercer County Courthouse, Princeton, West Virginia, the City of Bluefield, West Virginia will present the first reading of the following petition:
COMES NOW the City of Bluefield, West Virginia, a West Virginia municipal corporation, (hereinafter referred to as “City”) by counsel, and, pursuant to West Virginia Code 8-6-5, hereby Petitions the County Commission of Mercer County for annexation of certain property into the City of Bluefield by Minor Boundary Adjustment. In support of this Petition, City states as follows:
1. The City proposes to annex the following land into the City of Bluefield:
That certain parcel of real estate consisting of 84.17 acres, more or less, designated as Parcel 174, Tax Map 26, Beaver Pond District, Mercer County, West Virginia. Said parcel is owned by City in fee simple absolute, having been acquired by City from Stovall Real Estate, LLC, by Deed dated July 1, 2016, and recorded on July 12, 2016, in the Office of the Clerk of the County Commission of Mercer County, West Virginia, in Deed Book 1039, pages 8 and 9.
2. Approximately 1/8 of the real estate described hereinabove already lies within the corporate limits of City. This petition seeks annexation of the remainder of such parcel.
3. Accurate maps showing the metes and bounds of the property proposed to be annexed is attached hereto as Exhibits A and B.
4. Annexation of this property will not impact any private solid waste collection service or public service district currently doing business in the area proposed for annexation. The City of Bluefield will provide police and fire protection services to the property.
6. There are currently no structures on the aforesaid property and thus no water, trash collection, or sewer services will be needed. When such services are needed, the City will purchase water service from West Virginia American Water company, trash collection service from the City of Bluefield, and sewer services from the Bluefield Sanitary Board.
7. The proposed annexation will have no effect on the City’s finances and services provided.
8. There are no persons residing in, or businesses located in, the real estate proposed to be annexed under this Petition.
9. This Petition complies with the requirements of West Virginia Code 8-6-5.
WHEREFORE, the City of Bluefield respectfully requests the Mercer County Commission to order publication of a notice of the proposed annexation to the Bluefield corporate limits, and set a date and time for hearing on this proposal. This notice shall be prominently posted at not less than five public places within the area proposed to be annexed.
