REQUEST FOR PROPOSALS FOR PROFESSIONAL SERVICES The Town of East Bank Sanitary Board is accepting Statements of Qualifications from qualified persons or firms to provide engineering services for its current wastewater treatment pump stations and collection lines and to make recommendations for their efficiency and effective operations. The two vital components initially will be an Engineering Report which shows (1) the problems with the system and a possible resolution of these concerns and (2) the development of a prioritization list of items needed to improve the system. Procurement of said services would be in accordance with Chapter 5G-1-3 of the WV Code. Interested persons or firms must submit copies of all requested information to Charles A. Blair, II, Mayor and Sanitary Board Chairman, P. 0. Box 307, East Bank, WV 25067, no later than 12:00 noon April 9, 2022 in order to receive consideration. The Sanitary Board members will serve as the selection committee. This agreement will be funded by local revenue but could receive financing from the U.S. Department of Housing and Urban Development (HUD), the WV Department of Environmental Protection, the WV Infrastructure and Jobs Development Council or other Federal and State grant or loan funding. Proposals must include: 1. Experience-of-the-firm-with federal or state funded projects. 2. Experience in engineering design and construction management of this type of project. 3. Qualifications of personnel directly involved in the project 4. Related prior experience The selected person or firm will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement and Access to Records provisions, Engineer’s Certification and all other requirements as they relate to federal and state funded projects. The Sanitary Board will afford full opportunity to minority business enterprises to submit a show of interest in response to this request and will not discriminate against any firm o, r individual on the grounds of race, creed, color, sex, age, handicap or national origin.
