City-wide Security
Camera System

The City of Bluefield, WV invites sealed proposals for the supply of city-wide Security Camera System in accordance with the specifications prescribed herein. Links to documents as well as an interactive map with proposed camera count and locations are available at www.cityofbluefield.com/rfps.

Proposals will be signed and sealed with a notation on the outside of the envelope stating, “Security Camera System” and will be accepted on or before Tuesday, April 5, 2022, at 3:00 p.m.

GENERAL CONDITIONS FOR ALL PROPOSALS

The City reserves the right to reject any or all proposals submitted, and to make a vendor selection in the best interest of the City.

One copy of all required forms must be submitted in a SEALED envelope, which is properly identified in accordance with the stated information.

The City reserves the right to return any merchandise that does not comply with the conditions and specification.

The City reserves the right to reduce scope and quantities as shown in the proposal.

Proposals will be awarded to the lowest responsible bidder complying with these conditions and specifications. In determining the successful bidder, the City reserves the right to consider overall quality of the item and service qualifications of the bidder.

The City reserves the right to vary from specifications as deemed to be in the best interest of the City.

All proposals submitted must be valid for a period of sixty (60) days after the proposal opening prior to award of the proposal.

Special Conditions:
The City has the right to amend the RFP by issuance of addenda hereto, which will be issued to all bidders who have therefore obtained this RFP. Questions or clarifications will be submitted to Billy Hester at [email protected] and such requests shall be submitted no less than ten days prior to the latest date for submission of proposals.

Qualifications of Bidder:
All bidders must provide a complete statement of qualifications, capabilities, and experience. All following requirements must be met to allow consideration of proposal;

Bidder must provide specific confirmation of insurance (maintained by bidder) to include, commercial general liability, professional liability, workers’ compensation, and any other employer’s liability coverage as required by law.

The selected dealer shall provide and guarantee (8) hour onsite response time for service.
Must submit (3) projects completed within the last 3 years that compares to this bid size & scope.
Must have a minimum of (7) years’ experience installing and maintaining commercial / Industrial Camera Surveillance Systems and be able to prove that.

Submission of RFP Response:
To be considered for selection, bidders must submit a written response to this RFP, which addresses each and all requirements of this RFP. Bidders are solely responsible for the timely submission of RFP responses to the City. The City will reject any RFP response, which is submitted after the Date/Time set forth in the proposal or which is nonresponsive to the material requirements of the RFP. If addenda to this RFP are issued the bidder is required to acknowledge receipt of addenda in their RFP responses and RFP responses must address materials/requirements relating to RFP as described in addenda. All proposals become the property of the City of Bluefield.

Selection of Company:
All proposals submitted by the Date/Time noted in the RFP will be opened and reviewed by City Staff. At this time what will be looked at will be overall response to the RFP, service provided, completion of RFP requirements, and cost. Bidders will be notified in writing of their acceptance.

Specific Security Camera System Requirements
— System must be cloud-based; the City has no desire to purchase, own, maintain or manage any hardware components
— Cameras must be HD quality or higher
— Camera units shall be POE capable
— Cameras must be CAT5e, WiFi and cellular capable
— Indoor/outdoor
— Must have LPR availability
— Must offer multi-year license with maintenance, software upgrades
— Must have vehicle and
appearance analytics, as well as person of interest

Scope of Work
— Vendor to provide end user software training
— Cost to include all hardware, software and installation
— Vendor responsible for
installation of all cameras and other equipment, as well as basic camera and software configuration
— Cameras to be installed in various points throughout the city, both internal and
external
