No.: WV0028118 Applicant: DUNBAR, CITY OF PO BOX 216 DUNBAR, WV 25064 Location: DUNBAR, KANAWHA COUNTY Latitude: 38:22:05 Longitude: 81:45:32 Receiving Stream: Kanawha River/l Ohio River Activity: To operate and mantain an existing combined sewer wastewater collection system and a 2.25 million gallons per day wastewater treatment facility and discharge treated wastewater via Outlet No. 001 to the Kanawha River at approximate mile point 51.5. Facilities serve approximately 22,500 persons in the City of Dunbar, West Dunbar Public Service District, West Virginia State University, a portion of the City of Charleston, and environs. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and r processed at the permittee’s facility shall be disposed of at a sanitary landfill by placing the sewage sludge in the landfill cell. An antidegradation review has been performed. Tier 1 protection is provided for the uses specified in Title 47, Series 2, Section 6 for Outlet No. 001. Also, to operate and maintain disposal systems, best management practices, and the nine (9) minimum controls for the direct discharge of sanitary wastewater and storm water from Combined Sewer Overflow (CSO) via Outlet Nos. C001, C003, C006, C009, C010, C012, C015, C016, C018 through C021 and C023 to Kanawha River, C002, C005 and C008 to Aarons Creek, and C007 to Finney Branch. These CSO outlets are permitted to discharge only when the hydraulic capacity of the collection system or wastewater treatment plant are exceeded during wet weather events. Tier 1 protection shall be afforded for the uses specified in Title 47, Series 2 for combined sewer overflow outfalls (17 CSO relief points) through implementation of the facility’s long-term control plan. Business conducted: Municipality Implementation: Continued compliance with the Combined Sewer Overflow requirements shall be attained in accordance with Administrative Order No. 8725, which stipulates the development of a CSO Long Term Control Plan with a schedule for achieving said compliance with the final terms and conditions of this permit. On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.
