SOLICITATION FOR EXPRESSIONS OF INTEREST CITY OF CHARLESTON The City of Charleston is soliciting Expressions of Interest (“EOI”) from qualified firms to provide planning and engineering design services for the Charleston Capital Connector Project. In July 2021, the City applied for a U.S. Department of Transportation RAISE Discretionary Planning Grant to plan and design a new vision for the Kanawha Boulevard. With gracious support from local organizations, the West Virginia Department of Transportation, Governor Jim Justice, and U.S. Senators Joe Manchin and Shelly Moore Capito, the City of Charleston was awarded a $1.75 million RAISE Planning Grant. The Kanawha Boulevard is a prominent riverfront highway in downtown Charleston. The roadway features beautiful mountain and water vistas and abuts stately and historic homes, the West Virginia State Capitol, and riverfront municipal parks. Importantly, the roadway links Charleston’s West Side, Downtown, and East End neighborhoods: vehicles, runners oggers alkers, and bicyclists all share this thoroughfare. The increasing use of the right of way by pedestrians-particularly recreational and exercise enthusiasts – has highlighted the need to revamp the Kanawha Boulevard to enhance and encourage outdoor recreation and pedestrian-friendly traffic movements.
