Sealed Bids for the Fostoria Avenue Utility Relocations, Contract 21-1, will be received by the City of Moundsville (OWNER) at its office located at 800 Sixth Street; Moundsville, West Virginia 26041 until 11:00 a.m. (local time), May 12, 2022 and then at said office publicly opened and read aloud. Any Bids received after the above time and date will be returned unopened to the Bidder. No conditional Bids will be accepted.

The work covered by the Contract Documents includes the following:

Contract 21-1, Fostoria Avenue Utility Relocations

Construction of approximately 500 lineal feet of 12-inch PVC watermain, 90 lineal feet of 12-inch DIP Watermain, 15 lineal feet of 6-inch PVC watermain and gate valves; 280 lineal feet of 15-inch PVC gravity sanitary sewer and two manholes, 110 lineal feet of 8-inch & 14-inch HPDE inverted sanitary sewers and two siphon chambers, 50 Lineal feet of 8-inch PVC sewer, and 90 lineal feet of 6-inch PVC service lateral; and 140 lineal feet of PVC storm sewer and one manhole.

To be considered a plan holder and to receive Addendums, prospective Bidders must obtain Bidding Documents from Burgess & Niple, Inc. (issuing office). Bidders must be on the Issuing Office’s plan holder list for their bid to be considered responsive.

This project is being funded by grant funds provided under the American Rescue Plan Act (ARPA). Bidders shall comply with all required contract provisions for projects receiving Federal aid including, but not limited to, the provisions of Executive Orders 11246 and 11475, domestic preferences for procurements, procurement of recovered materials, anti-lobbying, equal employment opportunity, debarment and suspension, and Clean Air and Water Act.

Bidders must comply with all laws pertaining to the federal wage rates issued in accordance with the Davis-Bacon Act.

Per the requirements of Article 21-11-11 of the Code of the State of West Virginia, any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a Contractor’s license from the State of West Virginia and meets all the qualifications required by the statutes of the state and subdivision in which the Work is to be performed.

A certified check or bank draft payable to the City of Moundsville or a Bid Bond executed by the Bidder and a Surety Company approved by the City of Moundsville in the amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award.

No Bid may be withdrawn for a period of ninety (90) days after the time of the opening of the Bids.

Per the requirements of Article 21-1D-5 of the Code of the State of West Virginia, any Contractor submitting a bid for a public improvement construction contract shall provide an affidavit of compliance that the Contractor has a written plan for a drug-free workplace policy. Failure to complete the Drug Free Workplace Conformance Affidavit Bid Form shall result in disqualification of the Bid.

Attention of the BIDDERS is called to the Instructions to Bidders, which are included in the proposed Contract Documents. Proposals shall be completed and properly executed in the proposal Bid package supplied in the Specifications.

Pre-bid conference will be held at the Owner’s office located at 800 Sixth Street, at 10:00 a.m. (local time) April 28, 2022. After the portion of the pre-bid conference held at the Owner’s office is complete, perspective bidders may visit the project site. ATTENDANCE BY ALL BIDDERS AT THE PRE-BID CONFERENCE IS MANDATORY.

The OWNER reserves the right to reject any and all Bids or to increase or decrease or omit any item or items and/or award to the lowest and best BIDDER. Each proposal must contain the full name of every person or company interested in the same. The OWNER reserves the right to waive any informalities or irregularities in the Bidding.
