IN THE CIRCUIT COURT OF PUTNAM COUNTY, WEST VIRGINIA In the matter of: THE PETITION OF BRANDI GAYE BOWYER and RICHARD SCOTT BOWYER FOR THE ADOPTION OF TINLEY FAWN BOWYER, UNEMANCIPATED MINOR ADOPTION ACTION NO: 22-A-21 TO THE HONORABLE JUDGE OF SAID COURT: Your petitioners, Brandi Gaye Bowyer and Richard Scott Bowyer, respectfully represent unto this Court as follows: 1. Your petitioners reside 107 Victorian Commons Road Winfield, WV 25213. Your petitioners are citizens of the United States and of the State of West Virginia, and residents of the County of Putnam. 2. Your petitioners, Brandi Gaye Bowyer DOB: 3-8-1982 and Richard Scott Bowyer DOB: 4-14-1980, are more than 15 years older than minor Tinley Fawn Bowyer, DOB: 11-8-2021. 3. Petitioners are married and are the maternal biological grandparents of the minor child. 4. Tinley Fawn Bowyer was born at Thomas Memorial Hospital in Kanawha County, WV on November 8, 2021. 5. The minor child resides with Petitioners in Putnam County, WV for more than six (6) months prior to filing this petition and continues to reside with petitioners subsequent to the petition. 6. The biological mother is Taylor Alexis Bowyer, DOB: 11-8-2000, who is also the biological daughter of the petitioners. 7. The biological mother has executed a Consent for Adoption and Relinquishment in accordance with W.Va. Code 48-22-302, 303 (See Consent for Adoption and Relinquishment attached and listed as Exhibit #1) 8. Petitioners present the facts and circumstances of the minor child as meeting the requirements and standards of W.Va. Code 48-22-306, alleging the biological father is UNKNOWN, as is verified by the biological mother by affidavit. (See affidavit attached as Exhibit #2) 9. Adoptee is unemancipated and does not possess any real property or assets in possession of the adoptee relevant to the adoption proceedings. 10. The adoptee is NOT of American Indian descent; 11. Petitioners DO NOT wish for a name change for the minor child. 13. Your petitioners believe that the best interests of such adoptee would be promoted by the granting of this petition. WHEREFORE, your petitioners pray that this petition be ordered filed with the Clerk of this Court and that a day be appointed for a hearing upon this petition; that this Court, in the event such is deemed advisable, refer this matter for discreet inquiry as to the desirability of this adoption being approved by this Court; that no name change is necessary pursuant to the adoption, that this Court enter all necessary orders and decrees to permit, authorize and effect the adoption of such adoptee by your petitioner; that this Court order and decree the adoption of such adoptee by your petitioners and that this Court grant unto your petitioners such other further and general relief as may be deemed necessary.
