REQUEST FOR QUALIFICATIONS SNOWSHOE RESORT COMMUNITY DISTRICT Region 4 Planning and Development Council (Region 4 PDC) in collaboration with Snowshoe Resort Community District (SRCD), located in Pocahontas County, West Virginia, are seeking a consultant with community and economic long-term planning experience to provide professional services necessary to undertake a 5-10-year strategic plan for the SRCD, West Virginia’s newest formed Resort Area District. The plan must examine the SRCD’s potential for community and economic growth including enhanced business development, attraction of new companies, and further permanent employment opportunities for the immediate area surrounding region. This project is funded with federal funds through the US Economic Development Administration in combination with the SRCD. The selected firm must also fully comply with the Minority omen-Owned Business Enterprise and Affirmative Action requirements. If a portion of the contract is subcontracted, then “positive efforts” must be made to subcontract to Minority omen-Owned Businesses.
