PUBLIC HEARING ST. ALBANS BUILDING COMMISSION NOTICE OF PUBLIC HEARING REGARDING BUILDING COMMISSION RESOLUTION A public hearing will be held on the following-entitled Resolution at a special meeting of the St. Albans Building Commission (the “St. Albans Building Commission”) to be held on Tuesday, July 5, at 6:00 p.m., at the City Council Chambers, 51 6th Avenue, St. Albans, West Virginia, and at such hearing any person interested may appear before the St. Albans Building Commission and present protests, comments and suggestions, and all protests, comments and suggestions shall be heard by the St. Albans Building Commission and it shall then take such action as it shall deem proper in the premises upon an Ordinance entitled: RESOLUTION APPROVING TERMS OF THE LEASE REVENUE NOTE, SERIES 2022 (ST. ALBANS POLICE STATION), OF THE ST. ALBANS BUILDING COMMISSION; APPROVING THE SALE AND DELIVERY OF SUCH NOTE TO TRUIST BANK; APPROVING THE FORMS AND AUTHORIZING THE EXECUTION AND DELIVERY OF A CREDIT LINE DEED OF TRUST, FIXTURE FILING AND SECURITY AGREEMENT, AN AGREEMENT AND LEASE, A LEASE ASSIGNMENT, AND OTHER DOCUMENTS AND INSTRUMENTS; DESIGNATING A REGISTRAR, AND DEPOSITORY BANK FOR THE NOTE; AND MAKING OTHER PROVISIONS AS TO THE NOTE. The above-entitled Resolution has been approved by the St. Albans Building Commission upon first reading on June 6, 2022 and was adopted on second reading by the Building Commission on June 21, 2022. The above-quoted title of the Resolution describes generally the contents thereof and the purposes of the Note issue contemplated thereby. The St. Albans Building Commission contemplates the issuance of its Lease Revenue Bonds as described in the Resolution. The proceeds of the Notes will be used to finance the acquisition of a police station property (the “Police Station Property”). The Police Station Property, together with all necessary appurtenances (the “Facilities”) will be leased by the City of St. Albans from the St. Albans Building Commission in connection with the issuance of the Notes. The Notes will be payable solely from lease revenues to be derived from the leasing of the Facilities by the St. Albans Building Commission to the City. No taxes may at any time be levied for the payment of the Notes or the interest thereon. A certified copy of the above-entitled Resolution is on file at the office of the Recorder of the City of St. Albans for review by interested parties during regular office hours. Following the public hearing, the St. Albans Building Commission intends to enact said Ordinance upon final reading if such action appears to be appropriate after taking into consideration the protests, comments and suggestions made at the public hearing.
