NOTICE OF PUBLIC HEARING
CITY OF BECKLEY,
WEST VIRGINIA
FY 2018 COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM – SUBSTANTIAL AMENDMENTS

Notice is hereby given that the City of Beckley, Raleigh County, WV will hold a public hearing on Thursday, July 21, 2022 at 3:30 PM, in the:

Council Chambers at City Hall
409 South Kanawha Street
Beckley, WV 25801

The City Council Chambers are accessible to persons with physical disabilities. The purpose of this public hearing is to present substantial amendments to the City of Beckley’s FY 2018 Annual Action Plan for the use of Community Development Block Grant funds.

The City of Beckley has adopted its FY 2018 Annual Action Plan and Budget for the use of CDBG funds. In accordance with CDBG program regulations, the City is allowed to make substantial amendments to its Annual Plans and Budgets in accordance with the City’s Citizen Participation Plan.

The City has determined that it is necessary to amend the approved CDBG program budgets for the previously approved program year of FY 2018. The funds will be reprogrammed from cancelled projects and an unexpended balance of a project to increase funding for other previously approved projects.

These are considered substantial amendments in accordance with the City’s Citizen Participation Plan as the following applies: the scope, purpose, and location of the project activity have changed.

The amendment to FY 2018 CDBG Annual Action Plan are proposed as follows:

FY 2018 Substantial Amendment

1. CD-18-03 Parks & Recreation Improvements – reduce the line-item budget amount by $103,517.37 for a new budget amount of $93,936.63.
2. CD-18-04 Parks & Recreation Improvements – Scott Avenue Park – creation of a new project/activity and reprogram of $103,517.37 in FY 2018 CDBG funds for improvements to Scott Avenue Park.

Copies of the Substantial Amendments are on public display for viewing by the public for a period of 30 days beginning on June 22, 2022 through July 21, 2022, at the following locations during normal operational hours:

All interested residents are encouraged to attend this public hearing and they will be given the opportunity to present oral or written testimony concerning the proposed amendment to the use of CDBG funds under the FY 2018 Annual Action Plan. All comments received by July 21, 2022 will be considered by the City of Beckley prior to submittal of the substantial amendments to City Council at their July 26, 2022 City Council Meeting at 6:30 PM.
