NOTICE OF REQUEST FOR BROADBAND CONSULTING SERVICES The City of Montgomery located in Fayette County, West Virginia is in the process of obtaining a Consultant to provide project planning and technical services for broadband improvement of availability throughout the City of Montgomery. This City of Montgomery Broadband Project will work to develop both planning and implementation broadband projects throughout the City of Montgomery. Focus on mapping of last mile fiber network routes and areas that are high priority for broadband service and will determine the best technology applications and infrastructure needs to effectively facilitate the development of affordable broadband service to the City of Montgomery businesses and residents. All consultants interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities, and related prior experience. The Consultant selection process shall be in compliance with the WV Code 5G. Attention is directed to the fact that funding may be undertaken with the combination of State and Federal funds. All work will be performed in accordance with the regulations issued by the previously referenced agencies and the State of West Virginia appertaining hereto. The selected firm will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Conflict of Interest Statement and Access to Records provisions. If the project is funded through HUD, the work to be performed under this contract would be subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by Section 3, shall, to the greatest extend feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing. The City of Montgomery will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap or national origin in the contract award. This contract will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the City of Montgomery price and other factors considered.
