Request of Qualifications
For A & E Services

The Housing Authority of the City of Mount Hope, West Virginia, will receive qualification statements from prospective Architectural/Engineering Firm(s), to provide professional services for our Capital Fund Grant Program. A & E services will include design, construction, preparing bid & contract documents (in compliance with HUD Forms and regulations). Required participation in bid openings, monitoring and inspection of work to ensure compliance with plans and specs. Our approved 5-year Plan will list our projects for future rehabilitation. The 2020 Capital Fund Program work items include, but are not limited to Replace two retaining walls and repave parking areas attached. Any Architectural/Engineering firm(s) interested in this Capital Fund Program (CFP) should submit qualifications to: Stormy Parsons, Executive Director, The Housing Authority of the City of Mount Hope, 9B Midtown Terrace, Mt. Hope, WV, 25880, no later than 1:30 p.m. on Tuesday, August 16, 2022. Respondent’s proposals will be evaluated, and the firm who meets all of our qualifications will be asked by the Housing Authority to negotiate a cost and contract. Three copies of your proposal are required.

The goal of the qualification base selection is to objectively select the firm who will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and experience will be weighed heavily. Letters of Qualifications should include the following information:

1.) Name, address and brief history of the firm.
2.) Resumes of personnel to be assigned to this project.
3.) Written documentation of the Firm’s Current WV license, and a copy of the Errors and Omissions Insurance.
4.) Related projects/areas of expertise on which the firm has performed work or had experience during the last three years.
a. Include projects where A&E services relating to design and construction were performed.
b. Include project examples such as: (Restoration, new construction, or feasibility study).
c. List the project name, contact person, and a cost estimate for each example.
5.) You may include a one-page sheet of information not covered above that you feel would be useful and applicable to this request.

Attention is directed to the fact that the proposed projects are funded by the U.S. Dept. of Housing & Urban Development (HUD), and all work must be performed in accordance with the Public Housing Comprehensive Improvement Assistance Program Handbook, the Public Housing Modernization Standards Handbook and applicable building codes.

The Housing Authority of the City of Mt.
