AIR QUALITY PERMIT NOTICE

Notice of Intent to Approve

On May 31, 2022, Columbia Gas Transmission, LLC applied to the WV Department of Environmental Protection, Division of Air Quality (DAQ) for a permit to modify a natural gas compressor station (Flat Top Compressor Station) located at 450 Ellison Ridge Road, Flat Top, Summers County WV at latitude 38.58872 and longitude -81.09205. A preliminary evaluation has determined that all State and Federal air quality requirements will be met by the proposed facility. The DAQ is providing notice to the public of its preliminary determination to issue the permit as R13-2065H.

The following increase in potential emissions will be authorized by this permit action: Volatile Organic Compounds, 9.46 tons per year (TPY); Particulate Matter less than ten (10) microns in diameter, 1.15 TPY; Total Hazardous Air Pollutants, 0.01 TPY.

The following decrease in potential emissions will be authorized by this permit action: Nitrogen Oxides, 13.75 TPY; Carbon Monoxide, 37.87 TPY; Sulfur Dioxide, 0.15 TPY.

Prior to this permitting action, Columbia Gas Transmission, LLC was subject to 45CSR30. Their previous facility wide point source potential to emit (PTE) was 105.95 tons per year of CO. However, this application results in a facility wide point source PTE of 68.09 tons per year of CO (37.87 ton per year reduction). Upon this permitting action, the potential emissions of all regulated pollutants at the proposed facility are below the corresponding major source threshold(s). Therefore, the Flat Top Compressor Station will be classified as a minor source.

Written comments or requests for a public meeting must be received by the DAQ before 5:00 p.m. on Friday, September 23, 2022. A public meeting may be held if the Director of the DAQ determines that significant public interest has been expressed, in writing, or when the Director deems it appropriate.

The purpose of the DAQ’s permitting process is to make a preliminary determination if the proposed modification will meet all state and federal air quality requirements. The purpose of the public review process is to accept public comments on air quality issues relevant to this determination. Only written comments received at the address noted below within the specified time frame, or comments presented orally at a scheduled public meeting, will be considered prior to final action on the permit. All such comments will become part of the public record.
