LEGAL NOTICE
REQUEST FOR PROPOSALS FOR APPRAISAL SERVICES

The North Beckley Public Service District (NBPSD), Raleigh County, West Virginia is in the process of hiring an appraiser to provide the necessary professional services to complete the NBPSD Wastewater Treatment Plant Upgrade Project. The selected appraiser will work closely with the NBPSD, Region I Planning & Development Council, and other team members.

Procurement of said services shall be in accordance with 2 CFR 200.320(b)(2). Contracts are to be awarded on familiarity with and expertise on this type of project, as well as on a fixed basis for services. All those interested in being considered for this must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule with a total not-to-exceed amount, and ability to complete work as needed on this project in a timely manner.

Contracts will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the project; price and other factors considered including familiarity and expertise with this type of project. The consultant’s eligibility to receive federal funds will be verified at http://www.sam.gov prior to contract award.

If interested in providing this service, please submit an original, three (3) copies, and a digital submission of all requested information to the NBPSD, and one (1) copy and a digital submission to Region I Planning & Development Council no later than close of business on September 16, 2022.

Attention is directed to the fact that the proposed project may be undertaken through funding including but not limited to WV DEP CWSRF Loans and IJDC Soft Cost Grant.

All work will be performed in accordance with the regulations issued by the funding sources and the State of West Virginia appertaining thereto. The selected firm(s) will be required to comply with Executive Order 11246, Conflict of Interest Statement and Access of Records, Title VI and Section 109.

The NBPSD will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, color, creed, sex, age, handicap or national origin in the contract award.

The NBPSD reserves the right to accept or reject any and/or all proposals. The NBPSD also reserves the right to negotiate the fee for services.
