NOTICE OF FILING
On August 31, 2022, the City of Hinton Sanitary Board (City) filed a duly verified application for a certificate of convenience and necessity to upgrade/replace sewer services to residents of the described project area in the City of Hinton, West Virginia, and located in the County of Summers.
The City intends to expand water, sewer, flood, and storm drain systems during this project in Bellepoint or near the City of Hinton, Summers County, West Virginia which will service no new customers.
The application is on file with and available for public inspection at the Public Service Commission, 201 Brooks Street, in Charleston, West Virginia.
The City estimates that construction will cost approximately $4,820,000. It is proposed that the construction will be financed as follows: HUD Community Development Block Grant ($1,500,000), Appalachian Regional Commission Distressed Counties Grant ($1,550,000), WV DEP Clean Water State Revolving Fund Debt Forgiveness Loan ($1,000,000), WV DEP Clean Water State Revolving Fund Loan (0.75%, 0.25% admin fee, 30 yrs) ($270,000), and WV Infrastructure & Jobs Development Council District 3 Grant ($500,000).
The City does not seek a rate increase in connection with this project and will continue to charge its existing rates for its customers, pursuant to its current sewer tariff on file with the Public Service Commission. The City’s current rates were enacted and became effective on May 1, 2018, in accordance with the Public Service Commission’s rules for municipal rate change.
The City does not have any resale customers.
Anyone desiring to protest or intervene in this Certificate proceeding should file a written protest or request to intervene within thirty (30) days following the date of this publication unless otherwise modified by Commission order. Failure to timely protest or intervene can affect your right to protest aspects of this certificate case or to participate in future proceedings. All protests or requests to intervene should briefly state the reason for the protest or request to intervene. Requests to intervene must comply with the rules on intervention set forth in the Commission’s Rules of Practice and Procedure. In the absence of substantial protests received within said thirty (30) day period, the Commission may waive formal hearing and render its decision on the application based on the evidence submitted with said application and its review thereof.
