BECKLEY SANITARY BOARD
Expression of Interest –
Architectural/Engineering Services
The Beckley Sanitary Board (BSB) of Raleigh County, West Virginia is seeking expressions of interest from qualified firms/individuals for professional engineering services and/or architectural services. These services may include but are not limited to:
1. Completing/updating a Combined Sewer Overflow (CSO) Long-Term Control Plan for approval by the West Virginia Department of Environmental Protection (WV DEP).
2. Planning, designing, managing, and inspection of improvements related to the sanitary sewer and storm sewer collection and treatment facilities including but not limited to extensions, replacements, repairs, additions, etc.
3. Planning, designing, managing, and inspection of building construction as directed by the BSB.
4. Troubleshooting issues that arise out of the normal course of business.
Proposals must include a Statement of Qualifications related to the Selection Criteria outlined below, as well as an explanation of how the respondents propose to complete the project outcome within a timely manner.
Proposals will be considered based on the following criteria:
1. Experience and qualifications of individuals available for assignment.
2. Accessibility to and familiarity with Beckley Sanitary Board and the City of Beckley.
3. Relevant experience in providing services for projects of similar scope.
4. Previous work on CSO Long-Term Control Plans and/or similar reports.
5. Capacity of the firm to perform the desired task in a timely manner, taking into consideration the current and planned workload of the firm.
A Selection Committee will evaluate the statements of qualifications and will conduct discussions with a least three of the responsive professional firms deemed to be most be most qualified. Following the evaluation process, offerors will be ranked, and negotiations will begin with the top-ranked offeror. If an agreement is satisfactorily advantageous to the Board and considered fair and reasonable, the award shall be made by the Board to that offeror. Otherwise, negotiations with the offeror ranked first shall be terminated formally, and negotiations conducted with the offeror ranked second, and so on until a satisfactory agreement is reached. The Board reserves the right to retain the selected firm to provide Design, Construction Services, Permitting, Surveying, and other tasks required for any project(s) identified in or related to the Long-Term Control Plan.
The Beckley Sanitary Board reserves the right to accept or reject any and/or all proposals. The contract will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the Board.
Procurement of these services shall conform with the applicable laws and regulations of the State of West Virginia including WV Code 5G-1-3. The selected firm will be required to comply with the provisions of the Part VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement and Access to Records. Alternative State and Federal funding requirements may also apply.
The Beckley Sanitary Board will afford full opportunity for minority and women-owned business enterprises to submit statements of qualification in response to this invitation and will not discriminate against any firm or individual or grounds of race, creed, color, sex, age, handicap status, or national origin in the contract award.
The Board will accept statements of qualification until 4:00 pm local prevailing time, Tuesday, November 15, 2022, at its office located at 301 S. Heber Street, Beckley, WV 25801. Interested firms shall submit five (5) copies of their statements of qualification.
