RFP Advertisement Request for Proposals Broadband Planning Project PROPOSALS DUE: January 31, 2023 The Logan County Commission seeks qualified vendors to conduct a broadband feasibility study for Logan County. Broadband is high speed Internet that achieves a minimum of 25 Mbps download speed and 3Mbps upload speed. This project is funded through a CDBG grant, under HUD regulations for Planning and Capacity Building, 24 CFR 570.205. The selected firm will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement a n d A c c e s s t o Records provisions and all other requirements a s related to HUD-funded projects. All project activities must be completed no later than June 30, 2023. This project will develop a strategic plan to provide Emergency Services with access to a Wi-Fi portal throughout the entirety of Logan County. The project will primarily explore and address the feasibility of having devices installed on the power poles at certain intervals to create a continuous link for Emergency Services. The Scope of Work includes: Technical Analysis, Market Analysis, Assessment of Current Use, Connectivity Solutions, Broadband Development Strategies, Preliminary Design and Cost Estimates, Network Operation Options, Technical Broadband Development Plan, Gap Analysis, and Preliminary Infrastructure Application(s). Proposals will be evaluated according to and must include the following: Demonstrated Understanding of Scope of Work; Qualifications and Experience; Approach, Methodology and Timeline for Achieving Scope of Work; Company Resources and Project Team; Relevant Experience; Vendor Qualifications; Fee Schedule and Cost Proposal.
