LEGAL NOTICE REQUEST FOR PROPOSALS FOR LEGAL SERVICES The Roane County Economic Development Authority, West Virginia is in the process of obtaining legal services necessary to complete the WV GigReady -Roane EDA Multi-County Broadband Project and other future potential broadband projects.The Project Attorney will work closely with Roane County Economic Development Authority, Region 5 Planning & Development Council, Thompson & Litton Engineeringand selected ISP.The Project Attorney is an integral part of the project team and will provide general legal services as necessary during the development and construction of the project. Areas of practice include but are not limited to, corresponding with federal, state and local officials in connection with broadband activities, creation and r review of all contracts and related documents in regards to broadband activities. Procurement of said services shall be in accordance with 2 CRF 200.318-200.327. The contract will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the project,price and other factors considered including familiarity and expertise with this type of project. Firms interested in being considered must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule and ability to complete work as needed on this project in a timely manner. Proposals are to be submitted as follows: one (1) original, two (2) copies, and one (1) digital format submission to the Roane County Economic Development Authority. Attention is directed to the fact that the proposed project will be undertaken through funding from the Capital Projects Fund (CPF), as authorized by the American Rescue Plan Act (ARPA) implemented by Section in 602 of the Social Security Acts as added by Section 9901 of the American Rescue Plan Act, and governed by the U.S. Department of Treasury and applicable regulations and guidelines, including but not limited to2 CRF (Code of Federal Regulations) 200, as amended or revised, and the State of West Virginia Grant Agreement. All work will be performed in accordance with the regulations issued by the funding agency and the State of West Virginia appertaining theretoand the selected firm will be required to comply as such.The Roane County Economic Development Authoritywill afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, color, creed, sex, age, handicap or national origin in the contract award.The Roane County Economic Development Authorityreserves the right to accept or reject any and r all proposals.
