PUBLIC SERVICE COMMISSION OF WEST VIRGINIA CHARLESTON CASE NO. 22-0877-G-390P SOUTHERN PUBLIC SERVICE COMPANY, a corporation; Surcharge on Gas Infrastructure Improvements NOTICE OF FILING AND HEARING On September 22, 2022, Southern Public Service Company (Southern) filed an Application for approval of an Infrastructure Replacement and Expansion Program (IREP) Rate Adjustment under the provisions of W.Va. Code 24-2-1k, which authorizes the Public Service Commission of West Virginia (Commission) to approve expedited cost recovery of projects to replace, upgrade and expand natural gas utility infrastructure that are deemed to be just and reasonable and in the public interest. In its Application, Southern proposes to implement an IREP and recovery of related costs to make needed upgrades and enhancements to its system to replace or insert approximately 10,000 feet of pipeline in Madison, Huff Creek, and the areas of Montgomery, Pratt, and Handley, WV. The Company estimated it will invest a total of $391,000.00 from June 2022 through May 2023. The projected investment will result in a total revenue requirement of $33,480 for the IREP during year one. The IREP will provide for continued and enhanced safety and reliability of Southern’s natural gas infrastructure. These projects are identified in the Application, which is on file and available for public inspection at the Commission’s offices at 201 Brooks Street, Charleston, WV, and which may be viewed on the Commission’s website, www.psc.state.wv.us. Southern proposed to recover costs associated with this investment through an additional increment within the volumetric base rate component of its rates, to be effective on February 18, 2023. Southern projected that, if the program and rate increment adjustment are approved as requested, the average monthly bill for its various classes of customers will be changed on February 18, 2023, as follows: CUSTOMER CLASS RESIDENTIAL (5 mcf usage) IREP RATE per Mcf 0.05353 Average Monthly Increases $ 0.26 % .49 COMMERCIAL (27 mcf usage) IREP RATE per Mcf 0.05353 Average Monthly Increases $ 1.45 % 0.59 TRANSPORTATION (2,912 Mcf usage) IREP RATE per Mcf 0.03986 Average Monthly Increases $ 116.08 % 1.43 The increases shown above are compared to the rates currently in place and are based on averages of all customers in the indicated class. Each class may receive an increase greater or less than stated here. Individual customers may receive increases that are greater or less than average. Furthermore, the requested rates and charges are only a proposal and are subject to change (increase or decrease) by the Commission in its review of this filing. Any increase in rates and charges will not become effective until authorized and approved by the Commission. The Commission set a hearing on the Application if necessary, that will begin at 9:30 a.m., on January 12, 2023, and, if necessary, continue on January 13, 2023, in the Howard M. Cunningham Hearing Room at the Commission’s offices at 201 Brooks Street, Charleston, WV. If no opposition to the Application is received by the Commission within one week of the hearing date, the hearing may be waived and the Commission may issue a final order within 150 days of the Application filing date. The Commission may cancel the hearing for good cause shown. Any interested persons planning to attend the hearing should visit the Commission web docket. Anyone desiring to intervene should file a written petition to intervene within 20 days following the date of this publication unless otherwise modified by Commission order.
