The purpose of this notice is to present Substantial Amendments to the City of Wheeling’s FY 2019, FY 2021, and FY 2022 Annual Action Plans for the use of Community Development Block Grant-Coronavirus (CDBG-CV) and Community Development Block Grant (CDBG) funds.
Notice is also hereby given that the City of Wheeling, West Virginia will hold a public hearing on Wednesday, May 31, 2023 at noon, prevailing time, in Council Chambers on the first floor of the City-County Building located at 1500 Chapline Street, Wheeling, WV 26003 on the proposed Substantial Amendments. The City-County Building and Council Chambers are accessible to persons with physical disabilities. The purpose of this public hearing is to present Substantial Amendments to the City’s FY 2019, FY 2021, and FY 2022 Annual Action Plans for the use of CDBG-CV and CDBG funds. In accordance with program regulations, the City is allowed to make substantial amendments to its Annual Action Plans and Budgets in accordance with the City’s Citizen Participation Plan. The City has determined that it is necessary to amend the approved CDBG-CV and CDBG program budgets for the previously approved FY 2019, FY 2021, and FY 2022 Annual Action Plans. These funds will be reprogrammed from previously approved projects/ activities to other previously approved and new projects/activities. These are considered substantial amendments in accordance with the City’s Citizen Participation Plan as the following applies: change in allocation priorities and proposing an undertaking not previously described in the Annual Action Plan.
Proposed Substantial Amendment to the FY 2019 Annual Action Plan CDBG-CV Activities:
¯CDBG-CV-20-01 CV Administration. Reduce this project/activity by $85,000.00 for a new project/activity CDBG-CV budget of $15,000.00.
* CDBG-CV-20-02 CV Catholic Charities Center. Increase this project/activity by $20,000.00 for a new project/activity CDBG-CV budget of $195,000.00.
*CDBG-CV-20-04 CV Family Service. Increase this project/activity by $20,000.00 for a new project/activity CDBG-CV budget of $220,000.00
*CDBG-CV-20-07 CV Soup Kitchen. Increase this project/activity by $20,000.00 for a new project/activity budget of $150,000.00.
*CDBG-CV-20-08 CV Wheeling Health Right. Increase this project/activity by $25,000.00 for a new project/activity CDBG-CV budget of $66,511.00.

Proposed Substantial Amendment to the FY 2021 Annual Action Plan CDBG Activities:
*CDBG-21-05 – Robrecht Site. Delete this project in its entirety and reallocate a total of $121,000.00 in CDBG funds to a previously approved project/ activity.
*CDBG-21-03 – Grandview Pool Improvements. Increase this project/activity by $121,000.00 for a new project/activity CDBG budget of $288,227.00.

Proposed Substantial Amendment to the FY 2022 Annual Action Plan CDBG Activities:
*CDBG-22-05 YWCA Wheeling. Delete this project in its entirety and reallocate a total of $250,000.00 in CDBG funds to a new project/activity.
*CDBG-22-16 – Pumper Truck. Create a new project with a CDBG budget of $250,000 to provide CDBG funding to purchase a pumper truck to serve low- and moderate-income neighborhoods to be housed in Fire Station #1 (multi-year).

In accordance with the regulations and requirements of the U.S. Department of Housing and Urban Development (HUD), these Substantial Amendments will be on public display for review and comment for a period of thirty (30) days, beginning May 18, 2023. The Substantial Amendments will be available for review at the City’s Economic and Community Development (ECD) Department, City-County Building, Room 305, 1500 Chapline Street, Wheeling, WV 26003 and at The Ohio County Public Library, 52 Sixteenth Street, Wheeling, WV 26003, as well as on the City of Wheeling’s website
www.wheelingwv.gov.

All comments received by 4:00 p.m., prevailing time, on June 16, 2023 will be considered by the City of Wheeling prior to submittal of these Substantial Amendments to City Council for approval at their June 21, 2023 Regular Meeting. Once approved, the City intends to submit these Substantial Amendments to HUD on or after June 22, 2023.
All interested residents are encouraged to attend this public hearing and they will be given the opportunity to present oral or written testimony concerning the proposed substantial amendments to the use of CDBG-CV and CDBG under the FY 2019, FY 2021, and FY 2022 Annual Action Plans.
