REQUEST FOR ENGINEERING/ARCHITECTURAL QUALIFICATIONS

The New River Gorge Regional Development Authority (NRGRDA) is in the process of obtaining qualifications from engineering and/or architectural firms. The selected firm(s) will be procured to assist with the design and implementation of improvements to trailhead amenities and infrastructure at Needleseye Park in Oak Hill, WV utilizing the existing conceptual plan. The proposed trailhead improvements will include, but are not limited to, expansion of the existing parking lot area, construction of a picnic pavilion, construction of timber barriers or guard rails throughout the trailhead area, construction of a multi-panel trailhead kiosk, and design of traffic flow and directional signage. The selected architect/engineer will also assist in construction administration and provide design services for the project, and will be expected to work with the City of Oak Hill administrative staff to identify styles and designs for project features. The existing conceptual design plan is available upon request.

Professional services for the activity funded include: (1) Preliminary environmental and design; (2) Final design; (3) Construction in accordance with all State, Federal and Local regulations that pertain to the proposed project; (4) Preparation of bidding and contracting documents; (5) Participation in the evaluation of bids received; (6) Monitor and inspect construction activities on a periodic basis to ensure compliance with plans and specifications; (7) Preparation and delivery of final “As Built” drawings and data in GIS format (shapefile, geodatabase, etc.) with data georeferenced to and assigned real-world coordinates and accompanied by comprehensive descriptive metadata.

Procurement of said services shall be in accordance with West Virginia Code Chapter 5G and 2 CFR Part 200. Consultants interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities, and related prior experience.

Please submit one (1) original, three (3) copies, and one (1) digital format submission of all requested information to NRGRDA, and one (1) copy, and (one) digital format submission to the City of Oak Hill, no later than close of business on Friday, July 14, 2023. It is the responsibility of the respondent to ensure the receipt of the proposal by the date and time specified.

Attention is directed to the fact that the proposed project may be undertaken through, but not limited to, Housing and Urban Development Community Development Block Grant (HUD CDBG), Department of Environmental Protection (DEP), United States Environmental Protection Agency (U.S. EPA), Brownfields, Economic Development Administration (EDA), West Virginia Infrastructure and Jobs Development Council (IJDC), and Congressional Directed Spending Requests (Earmarks).

NRGRDA will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap or national origin in the contract award.

Should NRGRDA be unable to negotiate a satisfactory contract with the professional firm considered to be the most qualified at a fee determined to be fair and reasonable, price negotiations with the firm of second choice shall commence. Failing accord with the second most qualified professional firm, the committee shall undertake price negotiations with the third most qualified professional firm. Should NRGRDA be unable to negotiate a satisfactory contract with any of the selected professional firms, it shall select additional professional firms in order of their competence and qualifications and it shall continue negotiations in accordance with these procedures until an agreement is made. NRGRDA reserves the right to accept or reject any and/or all submissions.

This contract will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to NRGRDA, price and other factors considered.
