Laughlin Memorial Chapel invites proposals to provide all work, including but not limited to labor, materials, equipment supplies and transportation for 17th Street Lot – New Playground Improvements. The project scope includes a new classroom pavilion, outdoor game area, terraced seating area and basketball court area. The project will be funded by HUD funds.
Sealed bids will be received by Laughlin Chapel until 11:00 am on Friday, July 7, 2023. The bids are to be delivered by either by mail to Ms. Martha Wright, Laughlin Memorial Chapel, 129 18th Street, Wheeling, WV 26003 OR via email to Martha Wright at

A Prebid Meeting is scheduled for 9:00 am on Tuesday, June 27, 2023 at Laughlin Memorial Chapel. ATTENDANCE IS MANDATORY, FOR ALL PROSPECTIVE GENERAL CONTRACTORS; optional for interested subbidders and material suppliers. All bidders should attend Meeting to familiarize themselves with the Project conditions and other relevant information.
After the review of the documents and after the pre-bid, written questions only will be addressed by addendum. The written questions must be submitted via email to Julie Doerr at

no later than 12:00 pm on Wednesday, July 5, 2023 with response back to the contractors no later than 12:00 pm on Thursday, July 6, 2023.
No Bid may withdrawn for a period of ninety (90) days after the time of the opening of the Bids.
Any contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a contractor’s license and meets all the qualifications required by the statutes of the State of West Virginia and subdivision in which the work is to be performed.
The Laughlin Memorial Chapel (OWNER) reserves the right to reject any or all bids and to waive any informalities therein.
