ST. ALBANS HOUSING AUTHORITY REQUEST FOR QUALIFICATIONS ARCHITECTURAL ENGINEERING SERVICES INVITATION The St. Albans Housing Authority is soliciting proposals and interest from qualified firms such as architectural & engineering, for services including but not limited to our Capital Fund Grant Program and other modernization work, needs assessments, and other design and construction services at the St. Albans Housing Authority for a period of two years with a renewal option for an additional two years. Professional services are being sought to assist the Housing Authority for current and possible future projects in the preparation of cost estimates, specifications, bidding documents, construction documents, and assistance in the bidding and construction observation dministration of the projects, including periodic and final inspections (in compliance with HUD Forms and regulations). The selected firm should also have experience in the requirements for completing projects in a public housing environment. The goal of the qualifications based selection is to objectively select the firm who will provide the highest quality of service at a reasonable fee. Accordingly, technical qualifications and experience will be weighed heavily. The successful firm will be selected based on the proposal content, which is deemed to be the most advantageous to the Housing Authority.
