The Wheeling Park Commission invites proposals to provide all work, including but not limited to labor, materials, equipment, supplies and transportation for the select renovations within the Oglebay Resort Wilson Lodge Porte Cochere. The project scope includes select demolition and renovation to approximately 67,300 sq ft. of the existing drive, parking, and entrance at Wilson Lodge within Oglebay Park. The project will be partially funded by a federal Economic Development Administration grant and will carry prevailing wages.
Sealed bids will be received by Wheeling Park Commission until 2:00pm on Tuesday, September 26, 2023. The bids are to be delivered either by mail to: Mr. Greg Salomon, Director of Capital Projects, Wheeling Park Commission, Oglebay Resort, 465 Lodge Drive, Wheeling, WV 26003, OR hand delivered to the Wilson Lodge Front Desk to the attention of Mr. Greg Salomon. The bids will be opened publicly in a meeting room to be announced later.
This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal laws and regulations associated with that program.

A Prebid Meeting is scheduled for Tuesday, September 5, 2023 at 2:00pm at the Oglebay Park Wilson Lodge Entrance, WV State Route 88, Wheeling, WV 26003. ATTENDANCE IS MANDATORY, FOR ALL PROSPECTIVE GENERAL CONTRACTORS; optional for interested sub bidders and material suppliers. All bidders should attend the Meeting to familiarize themselves with the Project conditions and other relevant information.
A single follow-up tour will be held on Tuesday, September 12, 2023 at 9:00am. Contractors will be required to sign in prior to touring.
After the review of the documents and after the pre-bid, written questions will only be addressed by addendum. The written questions must be submitted via email to Julie Doerr at

no later than 12:00 pm on Thursday, September 21, 2023 with response back to the contractors no later than 4:00 pm on Friday, September 22, 2023.
A Bid bond executed by a surety company acceptable to Wheeling Park Commission in the amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award.
No Bid may be withdrawn for a period of ninety (90) days after the time of the opening of the Bids.
Any contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a contractor’s license and meets all the qualifications required by the statutes of the State of West Virginia and subdivision in which the work is to be performed.
The Wheeling Park Commission (OWNER) reserves the right to reject any or all bids and to waive any informalities therein.
