WILLIAMSON FONSI NOTICE FOR PUBLICATION Summary: The USDA-RD RUS has made a Finding of No Significant Impact (FONSI) with respect to a request for possible financing assistance to City of Williamson for the construction of the Water System Upgrade in Mingo County, West Virginia. Supplementary Information: The proposed project will consist of installation of three (3) 2,500 gpm treatment plant high service pumps, new filter media, construction of approximately 15,100 feet of 24-inch and smaller diameter water mains, a 500 gpm booster pump station, two new 1,500,000 gallon water storage tanks, one new 500,000 gallon water storage tank, one new 300,000 gallon water storage tank, the rehabilitation of an existing 300,000 gallon water storage tank, numerous pressure reducing stations, back-up generators for the treatment plant and booster pump station, one 12-inch, portable back-up pump with accessories, telemetry, fire hydrants, valves, 1,750 replacement meters, and other related appurtenances. Water for the project will be produced by the City of Williamson, which uses the Tug Fork River as the source for raw water. The 24-inch water main will connect to the treatment plant and extend along East 3rd Avenue, Vinson Street, Joseph Street and Elm Street alongside the old water treatment plant to two 1,500,000-gallon water storage tanks. The 12-inch water main will extend from the two 1,500,000-gallon water storage tanks to the 500-gpm booster pump station to the 500,000-gallon water storage tank located alongside the eastern side of the airport. The Sycamore water storage tank will be replaced by a new 300,000-gallon water storage tank. The West End water storage tank will be rehabilitated. Three 2,500 gpm high service pumps will replace the current high service pumps within the treatment plant. All proposed work will take place within previously disturbed areas. The availability of the EA for public review was announced via notice in the following newspaper: The Mingo Messenger, Williamson, WV September 08, and 15, 2023. A 15-day comment period was announced in the newspaper notice (September 08 and 15, 2023). The EA was also available for public review at the USDA – RD office in Cross Lanes, WV and E.L. Robinson Engineering office in Charleston, WV. There were no comments received to date of this FONSI. Based on its EA, Commitments made by City of Williamson, and public comments receive, USDA – Rural Development has concluded that the project would have no significant Impact (or impacts) to water quality, wetlands, floodplains, land use, aesthetics, transportation, or human health and safety. No other potential significant impacts resulting from the proposed project have been identified. Therefore, USDA – RD has determined that this FONSI fulfils its obligation under the National Environmental Policy Act, as amended (42 U.S.C. 4321 et seq.), the Council on Environmental Quality Regulation (40 CER 1500-1508), and USDA Rural Development’s Environmental Policies and Procedures (7 CFR 1970) for its actions related to this project. USDA – RD is satisfied that the environmental impacts of the proposed project have been adequately addressed. USDA – RD’s federal action would not result in significant impacts to the quality of the human environment, and as such will not prepare an Environmental Impact Statement for its action related to the proposed project.
