Application for a certificate of convenience and necessity to construct certain additions and improvements to its existing sewerage system.
NOTICE OF FILING
On September 25, 2023, the Town of Triadelphia (Town) filed a duly verified application for a certificate of convenience and necessity to construct certain additions and improvements to its existing sewerage system in Ohio County.
The Town proposes to construct certain additions and improvements to its sewerage system consisting of the following:
CONTRACT #1 –
Wastewater System Improvements:
Unit price contract to provide and install 17 EA new manhole base, cone top, and water tight casting on existing lines; 10 EA rebuild manhole inverts; 307 vertical feet of internal manhole sealings; 23 EA internal manhole chimney sealings; 116 EA new castings assemblies; 34 EA located and raise manhole; 4 EA install new manhole steps; 21 EA point repairs; 36 EA public gravity lateral repairs; 3 Service inspection holes on existing line; 5 EA inline lampholes; 26,890 LF of internal video inspection; 25 EA clean out repairs; 18 EA root removal; 530 LF liner insert; 1 LS Town Hall gutter system; videotaping of surface features and other appurtenances required for the rehabilitation of an existing gravity sewage collection system.
The application is on file with and available for public inspection at the Public Service Commission, 201 Brooks Street, Charleston, West Virginia.
The Town estimates that the project will cost approximately is $3,000,000. The Town proposes to fund the Project with a $1,000,000 loan from the United States Department of Agriculture (USDA) for a term of 40 years at 2.875% interest, $600,000 USDA grant, a $175,000 grant from The County Commission of Ohio County, and a $1,225,000 West Virginia Economic Enhancement Grant.
The Town does not seek a rate increase in connection with this project and will continue to charge its rates for its customers, pursuant to its sewer tariff on file with the Commission. The Town’s current rates were enacted and became effective for service rendered on and after September 17, 2021, in accordance with the Public Service Commission’s rules for municipal rate change.
The Town provides bulk treatment service to the Village of Valley Grove.
Anyone desiring to protest or intervene should file a written protest or request to intervene within thirty (30) days following the date of this publication unless otherwise modified by Commission order. Failure to timely protest or request to intervene can affect your right to protest aspects of this certificate case, including any associated rate increases, or to participate in future proceedings. All protests or requests to intervene should briefly state the reason for the protest or request to intervene. Requests to intervene must comply with the rules on intervention set forth in the Commission’s Rules of Practice and Procedure. In the absence of substantial protests within said thirty (30) day period, the Commission may waive formal hearing and render its decision on the application based on the evidence submitted with said application and its review thereof.
