The King’s Daughters Child Care Center invites proposals to provide all work, including but not limited to labor, materials, equipment supplies and transportation for an addition to the Center. The project scope includes a new addition to an existing child care center. The addition will contain a basement level and 2 additional floor levels that will tie into the existing facility. The project will be partially funded by ARPA funds.
Sealed bids will be received by King’s Daughters until 2:00pm on Friday, February 2, 2024. The bids are to be delivered by email to Julie Doerr at Mills Group at

The bids will be opened publicly at the Mills Group offices at 53 14th Street, Suite 607, Wheeling, WV 26003. A Microsoft Teams virtual meeting link will be established and distributed at a later date.

A Prebid Meeting is scheduled for Friday, January 19, 2024 at 7:30 am at the King’s Daughters Child Care Center located at 61 13th Street, Wheeling, WV 26003. ATTENDANCE IS MANDATORY, FOR ALL PROSPECTIVE GENERAL CONTRACTORS; optional for interested subbidders and material suppliers. All bidders should attend Meeting to familiarize themselves with the Project conditions and other relevant information.
After the review of the documents and after the pre-bid, written questions only will be addressed by addendum. The written questions must be submitted via email to Julie Doerr at

no later than 12:00 pm on Monday, January 29, 2024 with response back to the contractors no later than 4:00 on Tuesday, January 30, 2024.
A Bid bond in the amount equal to five percent (5%) of the Bid shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award. No Bid may withdrawn for a period of ninety (90) days after the time of the opening of the Bids.
Any contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a contractor’s license and meets all the qualifications required by the statutes of the State of West Virginia and subdivision in which the work is to be performed.
The King’s Daughters Child Care Center (OWNER) reserves the right to reject any or all bids and to waive any informalities therein.
