NOTICE OF COMMENT PERIOD FOR DRAFT OPERATING PERMIT RENEWAL AND NOTICE OF PUBLIC HEARING Title V of the Federal Clean Air Act and the state Air Pollution Control Act requires that all major sources and certain minor sources have a permit to operate which identifies all requirements (e.g. emission limitations, monitoring requirements, etc.) established by regulations promulgated under the aforementioned programs. The Division of Air Quality (DAQ) has made a preliminary determination that the draft permit renewal referenced herein meets this requirement. The DAQ is providing notice to the general public of its preliminary determination to issue an operating permit renewal to the following company for operation of a polyethylene oxide manufacturing unit: Specialty Products US, LLC Institute Facility Plant ID No.: 03900682 250 Carbide Road Dunbar, WV 25064 This notice solicits comments from the public and affected state(s) concerning the above preliminary determination and provides an opportunity for such parties to review the basis for the proposed approval and the “draft” permit renewal. The DAQ will hold an in-person public meeting to provide information and answer questions and a virtual public hearing to receive official comments regarding the draft permit renewal. The in-person public meeting is scheduled for Monday, March 11, 2024, at 6 p.m. in the James C. Wilson University Union ballroom on the campus of West Virginia State University. WV DEP staff will give a brief overview to open the meeting and then be available to meet with citizens, provide information and answer questions. The virtual public hearing is set for Tuesday, March 19, 2024, at 6 pm. The purpose of the hearing is to receive oral comments for the record. If you wish to speak at the virtual public hearing, verbal testimony is limited to 5 minutes for each commenter.
