PUBLIC NOTICE Notice is hereby given that the B-C-K-P Regional Intergovernmental Council (RIC) is proposing to amend the FY 2024-2027 Transportation Improvement Program (TIP) along with the Kanawha-Putnam 2050 Metropolitan Transportation Plan (MTP). In accordance with the RIC Public Participation Plan and in congruity with the US Department of Transportation, the WV Department of Transportation, and the Kanawha Valley Regional Transportation Authority. KRT uses the TIP development process of the RIC MPO to satisfy the public hearing requirements of 49 U.S.C. Section 5307(b). The TIP public notice of public involvement activities and time established for public review and comment on the TIP satisfies the program-of-projects requirements of the Urbanized Area Formula Program. The TIP’s proposed highway projects are regionally significant and require approval by the RIC Policy Board. The proposed amendments to the TIP include priority projects and programs for which implementation is anticipated in the fiscal years of 2024-2027. The TIP describes all highway and transit projects for which federal funding is anticipated and provides a financial plan for implementation. The TIP also includes estimates of available Federal Transit Administration funds for transportation services and persons with disabilities. The MTP for the RIC Transportation Planning Area, which includes Kanawha and Putnam counties, contains priority projects and programs for which implementation is anticipated in the next twenty years. The MTP must meet all air quality conformity requirements stipulated within the Clean Air Act and the WV State Implementation Plan. Any interested or affected citizens, public agencies, representatives of transportation agencies, private providers of transportation, representatives of affordable housing organizations, freight shippers, public transit users, or other parties who desire to view or comment on the TIP or MTP amendments should submit their inquiries or remarks before March 13th, 2024, at 4:00 p.m. to the address or email.
