PUBLIC NOTICE OF CHANGE IN CHARGES BY MUNICIPALITIES
NOTICE is hereby given that the Town of Burnsville, a public sewer utility, has adopted, by ordinance on
March 11, 2024, a tariff containing increased rates, tolls and charges for furnishing sewer collection and
disposal service to sewer customers in and around Burnsville in the County of Braxton, West Virginia.
Burnsville deems the present customer rates and charges for the furnishing of sewer service throughout
the entire territory served by Burnsville to be inadequate to provide sufficient revenues to the Town to
maintain and operate the sewer collection and disposal system and to maintain required debt service
coverage. The changes to the rates and charges being proposed, generally being a percentage increase
of 32%, are necessary in order to provide sufficient revenues to the Town to maintain and operate the
sewer collection and disposal system and to maintain required debt service coverage.
The proposed increased rates and charges will become effective for all bills rendered on or after April 25,
2024, which is 45 days after passage of the ordinance, unless otherwise ordered by the Public Service
Commission. The rate increase will produce approximately $44,826 annually in additional revenue, an
overall increase of 32% as follows:

The Town of Burnsville does not have any resale customers.
The increases shown are based on averages of all customers in the indicated class.
Individual customers may receive increases that are greater or less than average. Furthermore, the
requested rates and charges are only a proposal and are subject to change (increases or decreases) by
the Public Service Commission in its review of this fi ling. The Commission shall review and approve or
modify the increased rates only upon the fi ling of a petition within thirty
(30) days of the adoption of the ordinance changing said rates or charges, by:
1. Any customer aggrieved by the changed charges who presents to the Commission a petition signed by
not less than twenty-fi ve percent of the customers served by such municipally operated public utility; or
2. Any customer who is served by a municipally operated utility and who resides outside the limits and
who is affected by the change in said charges and who presents to the Commission a petition alleging
discrimination between customers within and without the municipal boundaries.
Said petition shall be accompanied by evidence of discrimination; or
(3) Any customer or group of customers who are affected by said change in charges who reside within
the municipal boundaries and who present a petition to the Commission alleging discrimination between
said customer or group of customers and other customers of the municipal utility. Said petition shall be
accompanied by evidence of discrimination.

A complete copy of the proposed rates, as well as a representative of Burnsville to provide any information

March 11, 2024, a tariff containing increased rates, tolls and charges for furnishing water service to water
customers in and around Burnsville in the County of Harrison, West Virginia, and to the Town’s resale
customer, Flatwoods – Canoe Run Public Service District. Burnsville deems the present customer rates
and charges for the furnishing of water service throughout the entire territory served by Burnsville to be
inadequate to provide sufficient revenue to the Town to maintain and operate the water distribution system
and to maintain required debt service coverage. The changes to the rates and charges being proposed,
generally being a percentage increase of 38%, are necessary in order to provide sufficient revenues to
the Town to maintain and operate the water distribution system and to maintain required debt service
coverage.
The proposed increased rates and charges will become effective for all bills rendered on or after April 25,
2024, which is 45 days after passage of the ordinance, unless otherwise ordered by the Public Service
Commission. The rate increase will produce approximately $113,2.70 annually in additional revenue, an
overall increase of 38% as follows:
