ORDER AND NOTICE OF SPECIAL ELECTION FOR AN
ADDITIONAL SCHOOL LEVY
TO THE VOTERS OF CLAY COUNTY
That at a regular meeting of the School Board of the County of Clay, State of West Virginia, held on the 23rd day January 2024, as provided by law, the following order was made and entered of record, to wit:
The Board of Education of Clay County, being of the opinion that the maximum levies for the current expenses authorized by Article 8, Chapter 11, of the Code of West Virginia, as amended, will not provide sufficient funds for the payment of current expenses of the Board of Education, including expenditures for the purpose or purposes hereinafter set forth, and that an election should be held to increase such levies under the provisions of Section 16, Article 8, Chapter 11, as amended, it is hereby ordered:
1. That the purpose or purposes for which additional funds are needed is to provide payment of the
expense of operating the Clay County Library and supporting its rote in the education of Clay County.
Funds will provide for the following expenses.
2. The approximated annual amount considered necessary for each purpose is as follows:
a. For the salary of the Library Director and such employees as needed for the operation of the
library. 64%
b. For the general operating expenses of the library such as electric, gas, phone service, postal
service, etc. 27%
c. For the annual purchase of new books and library materials as required by the West Virginia
Library Commission. 7.5%
d. For the updating of library software/computer systems in order to work with the current
software/computer programs at the State level. 1.5%
e. Other operating expenses as required.
3. In case the library would close for any reason, the funds will be used to re-establish the library service.
4. That the annual approximate amount for said purpose is $80,117 after estimated Tax discounts,
exonerations and delinquencies, and the total amount for five-year levy is $400,585.
5. That the estimated separate and aggregate assessed valuation Of class of Taxable Property within the
County of Clay is as follows:
Class I $0
Class II $126,973.769
Class III $158,115,872
Class IV $12,339,574
Total $297,429,215
6. That the proposed additional rate of levy in cents per one hundred dollars assessed valuation on each
class of property is:
Clay County Library
Class I zero dollars and .94 cents
Class II zero dollars and 1.88 cents
Class III zero dollars and 3.76 cents
Class IV zero dollars and 3.76 cents
7. That the proposed years to which the additional levy shall apply are the fiscal years beginning July 1,
2025; July 1, 2026; July 1, 2027; July 1, 2028 and July 1, 2029.
8. That the Board of Education will not issue bonds upon approval of the proposed levy
9. That the question of such additional levy shalt be submitted to a vote at an election to be held on the
14th day of May 2024.
10. That a notice calling such election shall be given by the publication of this Order at least once each
week for two successive weeks next preceding said election in two newspapers of opposite politics
and of a general circulation in the territory in which the election is held. If there is only one newspaper
published in the county, said publication shall be made therein, All the provisions of the law concern-
ing primary elections shall apply so far as they are practicable.
11. That the ballot to be used as such election shall be in form as follows:

Special election to authorize addition levies for the fiscal years
beginning July 1, 2025; July 1, 2026; July 1, 2027; July 1, 2028 and
July I, 2029 for the purpose of providing operating money for the Clay
County Library in the approximate amount of $80,117 annually and $400,585 during the term of
the levy; according the order of the Board of Education entered on the 23rd day of January 2024.
That the additional rate of levy in cents per $100 dollars of assessed valuation on
each class of property shall be:
Clay County Library
Class I zero dollars and .94 cents
Class II zero dollars and 1.88 cents
Class III zero dollars and 3.76 cents
Class IV zero dollars and 3.76 cents
