Invitation to Submit Design Build Bid
2024 OGLEBAY
DRIVING RANGE
SYNTHETIC PUTTING GREEN
The Wheeling Park Commission, a Municipal Park System located in Wheeling, West Virginia, will receive sealed bids until 2:00pm on Wednesday, May 29th, 2024 at the Office of Golf General Manager Danny Ackerman at Speidel Clubhouse. Bids will be opened and read aloud at that time.
2024 OGLEBAY DRIVING RANGE SYNTHETIC PUTTING GREEN consists of the professional design and installation of an approximately 3,000 SF contoured synthetic putting green and fringe at the lawn at the Driving Range in Oglebay Park. Scope is a turnkey operation including excavation of existing vegetation, installation of base material, cushion, cup sleeves and turf top dressed and rolled. Area then to be backfilled and tapered into the existing landscape. Bids will consist of two parts: 1) Introduction of the bidding company describing qualifications and previous successful installations designed and installed by the company; and 2) Bid Package wherein bidder will provide the proposed design and submit a Bid Price for the turnkey installation.

Bidders are advised that on this Project, each bid shall be accompanied by a certified check payable to the Wheeling Park Commission for 5% of the total bid. In lieu of a certified check, a Bid Bond for 5% of the total bid will be acceptable. No Bidder may withdraw their Bid within sixty day of the actual opening thereof. The successful Contractor and Subcontractors must comply with all rules and Regulations of the West Virginia Workers’ Compensation Commission, and must be able to provide proof of general liability and automobile liability insurance that meets the minimum requirements as found in the Project Manual.
Bids will be judged on design and construction aspects as well as cost. The Wheeling Park Commission reserves the right to delete any or all portions of the Bid, waive any informalities or minor defects, and reject any or all bids.
