NOTICE OF REQUEST FOR ACCOUNTING SERVICES The Greenbrier Public Service District No. 1, located in Greenbrier County, West Virginia, is in the process of obtaining accounting services for various wastewater projects the District may undertake. Professional services will be needed to provide: (1) financial analysis of water and funds; (2) preparation of Rule 42 Exhibit(s); and (3) any other needed guidance and advice in financial matters in relation to the projects. Procurement of said services shall be in accordance with OMB Circular A-102, Attachment 0, Section 11, paragraph C(5). Contracts are to be awarded on a per our rate with a ceiling amount. All certified public accountants interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, and related prior experience and a timeline for completion of the proposed work. The objective of the competitive process is to objectively select the accountant who will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and experience will be weighed heavily. Attention is directed to the fact that the project may be undertaken with a combination of State and ederal funds and all work must be performed in accordance with all applicable laws, rules and regulations. The selected firm will be required to comply with all regulations including, but not limited to Title VI of the Civil Rights Act of 1964, Executive Order 11246 and the provisions of Executive Order No. 10925 as included therein, Section 109 of the Housing and Urban Development Act of 1974, Conflict of Interest Statement of Access to Records provision. The proposed work to be performed may be subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by Section 3, shall to the greatest extend feasible, be directed to low-and very low-income persons, particularly persons who are recipients of HUD assistance for housing. The project sponsor will afford full opportunity for disadvantaged business enterprises to submit a show if interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap or national origin in the contract award. This contract will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the project sponsor, price and other factors considered.
