ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of:
South Sand Branch Road
Waterline Extension Project
Contract No. 1 – Furnishing all materials, labor, and necessary items for the construction and installation of 13,520 linear feet of water main and service lines of 8” diameter and smaller, 1 master meter and vault, 24 water meter settings, 3 leak meter settings, blow-off hydrants, valves, trench repair, shoulder stone placement, and other related appurtenances as outlined in the plans and specifications.
Sealed Bids for the construction of Contract No. 1 will be received by Raleigh County Public Service District at the office of the Raleigh County PSD, 224 East Main Street, Sophia, WV 25921, until 1:30 p.m. local time on July 22, 2024, at which time the Bids received will be publicly opened and read aloud. A Mandatory pre-bid meeting will be conducted at 10:00 a.m. local time on July 9, 2024, at the office of the Raleigh County PSD.
Bids shall be on a lump sum and unit price basis as indicated in the Bid Form.

All contracts awarded under this bid are to be funded in whole or in part by Raleigh County PSD with assistance from the West Virginia Department of Environmental Protection – Office of Abandoned Mine Lands Waterline Program and shall be referred to as the South Sand Branch Road Waterline Extension Project.
Bidders on this work will be required to comply with the Build America, Buy America Act (“the Act”), Pub. L. No. 117-58, §§ 70901-52 signed into law on November 15, 2021, by President Joseph R. Biden Jr.
Bidders on this work will be required to comply with the President’s Executive Order No. 11246 entitled “Equal Employment Opportunity” as amended by Executive Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex or national origin.
No Bidder may withdraw their bid for a period of ninety (90) days after the time of the opening of the Bids.
The contractor must comply with the minimum rates for wages for laborers and mechanics as determined by the Secretary of Labor in accordance with the provisions of the Davis-Bacon and Related Acts. Labor standards provisions will be made a part of the contract documents. Federal wage rates will be supplied via an addendum 10 days prior to the date of bid opening. Wage rates can be obtained by accessing www.sam.gov.
Any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he has a license and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed. The Contractor shall comply with the West Virginia Contractor Licensing Act and shall require all subcontractors to comply with that Act. A Contractor’s License Number is to be included on the bid submission.
Pursuant to West Virginia Code § 5-22-2, requirements stated in the advertisement for bids and the bid form may not be waived by any public entity.
