Public Notice for Spring Valley Drive iedmont Road Intersection Study The KYOVA Interstate Planning Commission (KYOVA) has retained the services of Kimley-Horn to prepare a Spring Valley Drive iedmont Road Intersection Study for the Wayne County Commission. The purpose of this project is to study and assess traffic issues and safety around the intersection. A public meeting to present preliminary findings from the study will be held on Thursday, August 22, 2024 from 4:30 P.M. to 6:30 P.M. at the Kellogg Elementary School Cafeteria located at 4415 Piedmont Road Huntington, WV 25704. ADVERTISEMENT FOR PROFESSIONAL SERVICES The Putnam County Commission (the “Commission”) is accepting Statements of Qualifications from qualified persons or firms to provide engineering and construction management services which will include a preliminary engineering report, design services including drawings, preparation of construction plans and specifications, bid documents, construction administration anagement and observation services for a new project(s) to be determined by public involvement of its citizens. Procurement of said services would be in accordance with Chapter 5G-1-3 of the WV Code. Interested persons or firms must submit 4 copies of all requested information by Thursday, August 29th, 2024, by 4:00 p.m to Jeremy Young, County Manager, Putnam County Commission, 12093 Winfield Road, Winfield, WV 25213 in order to receive consideration. Based on evaluation of the proposals, up to three firms will be invited for interviews. The candidate judged most qualified will be asked to prepare a proposal including fees for paid services. This project or projects are proposed to be financed in part by grants from the U.S Department of Agriculture, Rural Development (RUS), the U.S. Department of Housing and Urban Development (HUD), the Appalachian Regional Commission (ARC), the West Virginia Infrastructure and Jobs Development Council (WV IJDC), the DHHR Drinking Water Treatment Revolving Fund (DWTRF), the U.S. Department of Commerce, Economic Development Administration (US EDA) and the WV Community Advancement and Development Division of the West Virginia Department of Economic Development and shall be referred to as the Proposed Projects. Proposals must include: 1) Experience of the firm with grant related projects. 2) Experience in engineering design and construction management of this type of project. 3) Qualifications of personnel directly involved in the project 4) Related prior experience The selected person or firm will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement and Access to Records provisions, Architect’s Certification and all other requirements as they relate to HUD-funded projects. The Putnam County Commission will afford full opportunity to minority business enterprises to submit a show of interest in response to this request and will not discriminate against any firm or individual on the grounds of race, creed, color, sex, age, handicap or national origin.
