WVSHPO Development Grant 2024 REQUEST FOR QUOTE Gresham Development, LLC is requesting bids for window replacement, window frame and sash restoration, reconstruction, and installation of existing window sashes in the Staats Building, located at 123 Washington Street, West, Charleston, West Virginia. This project consists of twenty-eight (28) window openings, consisting of twenty-eight (28) windows. A more detailed scope of work follows: Summary of Scope ervices The project includes the replacement of existing non-historic metal windows with historically appropriate windows, as well as refurbishing existing window sashes, frames, and other window trims that adheres to the standards of the Secretary of the Interior’s Standards for Rehabilitation and Preservation Brief No. 9. There are twenty-eight (28) windows on the northern side (front), second, third, and fourth floors of the building. The Contractor must provide a base bid price per window and a unit price per window for additional windows selected by the owner. The Contractor must carry out work in compliance with the Secretary of the Interior’s Standards for Rehabilitation. The contractor must also be licensed to do work in the State of West Virginia and obtain all relevant building permits. Photographs of the buildings and unit pricing key plan are attached. WV State Historic Preservation Office (SHPO), Division of Culture and History provided partial funds for this project; therefore, this project will be subject to SHPO rules and regulations. Scope of Work: 1. The installation and r refurbishment of twenty-eight (28) windows using historically appropriate windows and r standard construction practices: a. Repair and repoint window jamb brick work, as necessary. b. If the windows are removed, the opening must be covered with plywood or other approved weather proofing material. c. Where installation of new windows is required, new double hung aluminum clad sash windows, aluminum windows, or an approved alternative will be used. Use low-e insulating glass, clear. d. Windows are to be the same size and configuration as the originals. Where practical, refurbish existing window frames and sashes. e. If brick mold exists, reuse if possible or replace with new matching brick mold. f. Windows are to be color selected by owner. g. All debris created by the project must be removed. All work must adhere to the Secretary of the Interior’s Standards for Rehabilitation as well as the regulatory requirements and standards for best practices. Contractor will need to consult with Preservation Brief No. 9. The price shall include and cover the furnishing of all materials, labor, tools, material, and equipment necessary for the replacement and r refurbishment of the existing windows to match the historic methodology and meet current building codes. The project completion date is no later than June 30, 2025, and will be reviewed by the West Virginia State Historic Preservation Office. Contractors will be selected based upon (1) cost, (2) experience with similar historic preservation projections, and (3) proven ability to complete a project. The contractor must carry out the described work in compliance with the Secretary of Interior’s Standards of Rehabilitation. Mandatory Pre-bid: A mandatory pre-bid and walk through will be held on site at 123 Washington Street, West, Charleston, West Virginia on September 5, 2024, at 10:00 am. Qualifications: The contractor must have experience with similar historic projects that comply with the Secretary of Interior’s Standards for Rehabilitation. The contractor must prove that they have the ability to complete the project in a timely manner and meet all deadlines set here within. The contractor must have the required licenses and insurances to execute the stated work. Expressions of Interest: Contractors wishing to be considered shall submit the following to Gresham Development, LLC, 303 Washington Street, West, Charleston, WV 25302 by end of business day on September 19, 2024. 1. Letter of interest including lump sum bid proposal 2. List of previously completed projects similar to scope. 3. Contact information for three references. 4. A list of subcontractors and their proposed role in the project. Three previously completed projects of the subcontractor must also be submitted. Contract and contact information must also be provided. 5. Time frame for the completion of the project. 6. A list of Contractor licenses and insurances including WV Business License, WV Contractor’s License, WV Workers Compensation Insurance and Commercial Liability Insurance Certificates. The work is to include all labor, equipment, materials, insurance, tools, permits, taxes and fees, licenses, and workers compensation necessary for the repair eplacement and r refurbishment of twenty-eight (28) historic windows on the second, third, and fourth floors of the Staats Building located at 123 Washington Street, West, Charleston, WV 25302. All works must meet the standards and best practices of the International Building Code (IBC). Selection Process Gresham Development LLC will review all proposals and select a Contractor for the project subject to the approval of the State Historic Preservation Office. Selection will be based upon cost, experience with historic rehabilitation projects and the proven ability to complete the project. Gresham Development, LLC will make their selection within two weeks and will execute a contract with the Contractor on or before October 3, 2024. Payment Process to the Successful Bidder: Contractors will be paid for work completed. Contractors must allow approximately 4 to 6 weeks for payment of all invoices. Last payment will be held until work is completed and approved by the State Historic Preservation Office. Source of Funding f%] Funding Requirements Partial funds for this project are available through the WV State Historic Preservation Office (WVSHPO) and all work must be approved by the SHPO prior to payment.
